CONSIDER LIQUOR LICENSE AMENDMENT FOR CASA BISTRO
TO INCLUDE AN OUTDOOR PATIO

Proposed Action
Staff recommends adoption of the following motion: Move to amend the current Liquor License
for Casa Bistro to allow an outdoor patio.
Passage of this motion will result in the owners of Casa Bistro to establish a patio on an existing
sidewalk on the south side of their building located at 20198 Heritage Drive.
Overview
Tonia Hoven (dba T & M Management Inc.) owner of Casa Bistro is requesting approval to
establish a patio to be located on the south side of their leased building facing Heritage Drive.
The patio would be located just east of the entrance to the bar area of the restaurant and
would not eliminate any of the existing parking stalls. The patio will utilize an existing concrete
sidewalk adjacent to the restaurant seating area and will provide seating for a maximum of 40
patrons. A new door will be installed to provide a dedicated interior entrance to the patio area.
The patio will be enclosed with a 48 inch high decorative metal fence with two emergency
egress gates.
A SAC unit determination still needs to be made by Metropolitan Council Environmental
Services, and any additional SAC units that are determined to be due will need to be collected
prior to proceeding with construction of the patio. Casa Bistro is not located within 150 feet of
a residential zoning district and thus the patio will not be subject to the 10:00 p.m. closing
requirement.
Primary Issues to Consider
• Does the application submitted by Casa Bistro meet the requirement of the City's
ordinance for outdoor patios? Staff has determined that it does.
