TEMPORARY ON -SALE LIQUOR LICENSE FOR
LAKEVILLE LIONS — BEER, BRATS & BINGO
Proposed Action
Staff recommends adoption of the following motion: Move to approve the issuance of a
temporary n -sale liquor license to the Lakeville Lions Club
Passage of this motion will result in the ability of the Lakeville Lions to conduct their annual
Pan -O -Prog event at the Lakeville Area Arts Center on juiy 11, 2013, from 5:00 p.m. until
midnight.
Overview
On july 11, 2013 the Lions would like to hold their Beer, Brats arid Bingo event, which includes
Bingo and the outside service of beer. The event is to be held at the Lakeville Area Arts Center,
and the beer will be distributed between two large tents that are placed along Holyoke
Avenue and 210th Street. Although all ages are welcome to participate in the event, past
history has shown those under 21 years of age primarily concentrate under the bingo tent,
which has minimal alcohol consumption taking place. A site plan has been provided with the
application that shows the layout of the fenced in areas, the tent locations, and the
food /alcohol distribution area. The Lions have also provided a certificate of liability insurance
naming the City of Lakeville as additional insured.
This Pan -O -Prog event has had very few issues in the past. The Lakeville Police Department
has no objection to the issuance of a temporary on -sale liquor license.

What measures will be taken to assure that persons under the age of 21 will not have access

Analysis of Primary Issues
➢ Persons of legal drinking age must wear a wrist band, and only persons wearing a
band will be allowed to purchase or consume alcohol.
➢ Monitoring of those consuming alcohol will be done by members of the Lakeville
Lions Club and members of the Lakeville Police Department, who have been hired to
assist with oversight of the event.
At the expense of the Lakeville Lions, the Police Department will provide uniformed
police officers for the event. Lions Club members will also provide security and will
issue wrist bands to persons of legal drinking age.
