CITY COUNCIL MEETING MINUTES
July 15, 2013
Mayor Little called the meeting to order at 7:00 p.m. in the Council Chambers at City Hall.

Several citizens who live on the west side of Ipava A46 e,across from Eastview Elementary
School voiced concerns related to edestrian safe on Ia Aveirue. The ex ressed

frustration with motorists who do not yield to pedestrians izf the crosswalk. They cited
several situations where residents fear4for their_safety w attempting to cross Ipava
Avenue in the mid -block crossing at 183`' Strut; line recent incident where a bicyclist
was hit by a motor vehicle at Ira Lane. The fesidents' urged the City Council to consider
lowering the speed limit and /or installing a pedestrian crosswalk with a flashing light or stop
sign.

Chief Vonhof stated that there has been an increase in motor vehicle and pedestrian traffic
in this area in recent years. He agreed that crossing Ipava Avenue is not always safe for
pedestrians.
Public Works Director Chris Petree explained that Ipava Avenue is classified as a major
collector. There is currently an all way stop with marked crossings at 175 Street and Ipava
and a signal with marked crossings at185"' Street and Ipava, with two mid - ,block crossings at
183` Street and 178 Street, which is typical for this type of roadway. Ede weed that mid -
block crossings are generally not safe scenarios for pedestrians. He elained that speed
limits are set by the Minnesota Commissioner of Transportation T 1ieSy Council could

7. General Obligation Improvement Bonds
Mr. Feller stated the $4.8 million Reneral'obli onun xrovement bonds will finance the
2013 street reconstruction project. Approxitxiately 'o of the project is financed with
special assessments, with the remaining 66o of improvement costs financed with property
tax levies. The special assessments will b6,,-repaid over a 20 year period; the property tax
portion of the debt willbe amortized over' 10 year period.
Nick DragisichofSpngsted `Incorporated announced that bids were opened this morning,
and the lowest bid was EtAm Robert W. Baird & Company, Inc. at a true interest rate of
2.73% Theidxvrd was abai 7 basis points higher than what was initially anticipated.
The City's credit, ting was reaffirmed at AA by Moody's.
Anderson, seconded by Swecker to approve Resolution No. 13 -66
awarding sale, prescribing the form and details and providing for the
0 General Obligation Improvement Bonds, Series 2013A.

occurred in Lakeville as a result of heavy rains on Saturday morning.
