CITY OF LAKEVILLE COUNCIL MEETING
7ULY 6, 2004:
Mayor Johnson called the meeting to order at 7:00 p.m. The pledge of
allegiance to the flag was given.
Roll call was taken. Present: Council members Wulff, Rieb, Bellows and
Mayor Johnson. Absent: Council Member Luick.
Also present: R. Knutson, City Attorney; S. Mielke, City Administrator; K.
Nelson, City Engineer; D. Olson, Community & Economic Development
Director; D. Feller, Finance Director; S. Michaud, Parks & Recreation
Director; S. Strachan, Police Chief; D. Volk, Director of Operations &
Maintenance; D. Morey, Planning Director; B. Anderson, Assistant to City
Administrator; J. Hawkins, Deputy City Clerk.
MINUTES
The minutes of the June 21, 2004 City Council meeting and the June 23,
2004 Council work session were approved as presented.

DIRECTOR OF OPERATIONS & MAINTENANCE: Mr. Volk presented the
June monthly report of the Operations & Maintenance Department. Mr.
Volk highlighted Lakeville's Water Quality Report, water conservation,
preparations for Pan-O-frog 2004 and completion of Well 17.
PRESENTATIONS/INTRODUCTIONS
Chief Strachan introduced Police Officer Nick Reitmeier. Officer Reitmeier
has been with the LPD as a Community Service Officer for the past two
years. Mayor Johnson administered the oath of office to Officer Reitmeier.
Chief Strachan introduced Crime Prevention Specialist Lori Clemmer and
• acknowledged the work she had done in the promotion of National Night

Out over the past several years. Lori thanked the Mayor and City Council
for their previous participation and invited them to attend a briefing at 6:00
PM on August 3rd and join officers in attending locally hosted NNO
gatherings. The Council was requested to approve a proclamation for
National Night Out. Council Member Bellows read the proclamation
declaring August 3, 2004 as the 21~ Annual National Night Out.
CITIZENS' COMMENTS
Janet Endris, 20827 Howland Avenue, presented a petition signed by 125
persons requesting the City oflakeville consider providing public bus
transportation for the residents of Lakeville. They are particularly interested
in obtaining transportation for residents of Winsor Plaza and other multi-
tenant facilities in Lakeville, where there is typically a large population that
does not drive. A letter of support was also received from former Council
Member Betty Sindt.
Mayor Johnson requested stai`f investigate the issue of public bus
transportation in Lakeville, examine possible solutions, and report back to
. Council
CONSENT AGENDA
04.99 Motion was made by Rieb seconded by Wulff to approve the consent
agenda items as follows:
a. Claims for payment.
b. Receive minutes of the following advisory committee meetings:
Planning Commission, June 17, 2004
Parks, Recreation & Natural Resources Committee, June 16, 2004
c. Resolution No. 04-135 accepting donation from the Lakeville River
League Girls Softball to the Parks & Recreation Department.
d. Resolution No. 04-136 accepting donation from Knights of Columbus,
Lakeville Council No. 8367, to the Parks & Recreation Department.
e. Resolution No. 04-137 accepting Federal Recreational Trail Program
Grant for Lakeville Sno-Trackers trail equipment purchase.

relating to the 2004 employee cost of living, employee transitions,
related benefits adjustments and pavement management.

ITEM 8
Tony Scales, Plant Engineer, stated that Tyco Plastics International has a
need for three additional 60-foot storage silos for a total of 15 silos. The
silos would be constructed on the north side of the building and used to
store raw materials for the manufacture of plastic products at their Airlake
Industrial Park facility.
Planning Director Daryl Morey stated that a Conditional Use Permit
Amendment is necessary because the silos would exceed the maximum
permitted structure height of 45 feet in the I-2, General Industrial District.
The 12 existing silos are 65 feet in height. Mr. Morey stated that in 1999
City Council. approved three additional storage silos, which brought the total
from nine to twelve. A parking deferment was also completed in 1999. At
• this time, parking is adequate on the site. The Metropolitan Airports

Commission has also reviewed the plans and is not opposed to the 60-foot
silos. Staff is pleased that Tyco is expanding their manufacturing facility at
this location.
The Planning Commission held a public hearing at their July 1, 2004
meeting and unanimously recommended approval .subject to the five
stipulations. listed in the planning report and approval of the Findings of Fact
dated July 1, 2004.
04.100 Motion was made by Wulff, seconded by Rieb to approve the Conditional
Use Permit Amendment for Tyco International Ltd., 8235 - 220t" Street, to
allow the. construction of three storage silos with a height greater than 45
feet in the I-2, General Industrial District, subject to the five stipulations
listed in the June 25, 2004 planning report and approval of the Findings of
Fact dated July 1, 2004.
Roll call was taken on the motion. Ayes, Johnson, Wulff, Rieb, Bellows.
