MEETING MINUTES
July 24, 2013
Chair Kelly called the meeting to order at 6 p.m. in Council Chambers at City Hall.
Members Present: Tom Goodwin, Judy Hayes, Scott Kelly, Howard Lovelace,
Jeanne Peterson, Jerry Zell
Members Absent: Lori Bovitz, Bob Swan
Staff Present: Parks & Recreation Director Brett Altergott, Environmental Resources
Manager Mac Cafferty, Recording Secretary Patty Ruedy
2. Approval of June 5, 2013 minutes
Minutes were approved as presented.
3. Citizen comments
There were no citizen comments.
4. Staff report
Pan-O-Prog went well. Softball tournament run by Recreation staff and Lion’s Beer,
Brats & Bingo event at the LAAC were both very successful. 220 teams for Father’s
Day Soccer Tournament; lots of prep work and the rearranging of fields by staff and
organizers prior to the tournament due to large amounts of rain. Lake Marion is no
longer a no-wake as of 4pm today. Valley Lake beach is closed currently due to
high levels of e-coli.
5. Shamrock Development’s 190th Street preliminary plat
Staff reviewed the 190th Street preliminary plat which has 68 single family lots. No
parks are identified in this plat and park dedication fees will be collected at time of
final plat. Staff discussed trail connections through the plat. Additionally, the
committee would suggest changing the wording in the engineering report on page 6
to remove the words “seek to” in the first bullet point to remove ambiguity. Wetland
reviews are still being conducted on this plat.
Staff shared that the timetable for this plat is for the developer to begin grading in
2013. Goodwin and Kelly were concerned about the large amount of unfinished
items on this plat that will not be brought back to the Parks Committee before final
plat. Zell agreed and said that this plat is too preliminary and not ready to be seen
by the committee yet. Hayes agreed. Committee members are not comfortable on
voting to recommend approval with this plat with so many items yet to be
completed. Staff advised committee that they could be updated during the final plat
process.

Motion made by Goodwin, seconded by Peterson to decline to recommend
approval of Shamrock Development’s 190th Street preliminary plat, preliminary
grading plan, preliminary erosion control plan and preliminary utility plan at this time
subject to the requirements and withhold recommendation until further engineering
report is completed regarding this plat.
Ayes: unanimous
6. Other business
• Staff will review trail crossing on the east side of Michaud Park and Highview
Ave. near the new development as well as the trail crossing by Eastview
Elementary.
• Recreation and programming activities will be discussed at a future meeting.
• Parks Committee members were given committee guidelines in their packet
and this item will be discussed at a future meeting as well.
• Based on the lake levels this spring and summer, a request to revise the no-
wake levels for Lake Marion may be brought forward by Lake Marion
homeowners at a future meeting. No wake guidelines were previously set by
the MN Department of Natural Resources and would have to be reviewed by
them.
• Staff shared information on aquatic plant control on lakes this year. Curlyleaf
was a non-issue due to the late spring. The native plants have taken off on
Orchard Lake this year due to the great water clarity. Staff reported on findings
of calls to nearby cities that found many cities do nothing to control invasive
and native species in their lakes. Forest Lake does some harvesting in bays.
Plymouth requested to control a native species in one of their lakes and was
denied by the DNR. The MN DNR owns the aquatic plants in lakes.
Homeowners are allowed harvest a 10-15’ path to open water from their
property. Conditions this year have been very different from previous years and
staff will wait and see what happens in subsequent years.
7. Announcements
Summer Splash fundraiser scheduled for Saturday, July 27.
The next Parks, Recreation & Natural Resources meeting scheduled for August 7.
