Subject: Red Line Market and Development Study Presentation
Since January of this year, City staff has been participating in a study with the objective to
explore how Bus Rapid Transit (BRT) on Cedar Avenue (Red Line) will impact development
along this corridor. The cities participating in the study include Bloomington, Eagan, Apple
Valley and Lakeville along with Dakota County. The firm of Kimley -Horn and Associates was
retained to assist with the completion of this study which was funded with Corridor of
Opportunities Grant from the Department of Housing and Urban Development.
The other primary objective of the study is to identify strategies to promote Transit Oriented
Development (TOD) adjacent to the Red Line station areas in each City along the corridor.
Attached is a copy of the PowerPoint that covers the draft findings and conclusions of the
study that will be presented by William Reynolds of Kimley Horn and Joe Morneau with the
Dakota County Office of Transit at the August 26th Council Work Session. As the Council is
aware BRT service is not currently being provided in Lakeville. The current Metropolitan
Council plan is for this service to be extended into Lakeville sometime after 2020. The current
express service from Lakeville Cedar Park Ride consists of five commuter trips in the a.m. to
Minneapolis and five return trips in the p.m.
Action Requested: The City Council will have the opportunity to ask questions regarding
any aspect of the Study that has been completed to date. The City will not be requested to
approve or accept the study upon its completion, but rather utilize the information contained
in the study in the City's future planning for this area.
