APPROVE PROPOSAL FROM SRF CONSULTING GROUP TO CONDUCT A
PEDESTRIAN /BICYCLE STUDY OF IPAVA AVENUE

Proposed Action
Staff recommends adoption of the following motion: Move to approve the proposal from SRF
Consulting Group to conduct a pedestrian /bicycle study of Ipava Avenue City Project
Passage of this motion will authorize SRF Consulting Group to conduct the study according to
the scope of services established in their proposal dated August 19, 2013.
Overview
At the July 15, 2013 City Council meeting, residents expressed concerns regarding increasing
traffic volumes and pedestrian /bicycle safety along the Ipava Avenue corridor between 185
Street and 175 Street. Staff reviewed the concerns with the City Council at the July 22, 2023
Citv Council work session and it was determined that a study was warranted to evaluate the
existing traffic operations and pedestrian /bicycle safety within the corridor, identify
improvement options and develop recommendations to improve conditions within the
corridor,
Attached is a proposal from SRF Consulting Group providing the scope of work, estimated cost
and schedule for completing the study.

Staff Analvsis of Primary Issues
• What is the timeline for the study to be completed?
Data collection of pedestrian /bicycle /vehicle counts will be gathered in mid - September,
while school is in session, to provide an accurate representation of the corridor's typical
conditions. The study should be completed by the end of October.
• How will the study be financed?
The study will be financed from the General Fund — Engineering Division. If the City
Council approves the SRF Consulting Group proposal, a resolution will be presented in
December authorizing a transfer from the General Fund Contingency Account to the
Engineering Division for the cost of the study.

SUBJECT: SCOPE OF SERVICES FOR IPAVA AVENUE PEDES'rR1AN /BICYCLE SAFE'PY STUDY

Dear Mr. Johnson,
We are pleased to subtr t this proposal to conduct an Ipava Avenue Pedestrian /Bicycle Safety
Study. The project is located along the recently reconstructed segment of Ipava Avenue, a major
collector /parkway from 175th Street to 185th Street. The main objectives of the study are to review
existing traffic operations and pedestrian /bicycle safety within the study area, and recommend any
necessary improvements to improve conditions within the study area.
SCOPE OF SERVICES
The scope of our services, as we understand it, is to perform the following tasks:
1. Collect video surveillance data along the subject Ipava Avenue corridor in order to gather
pedestrian /bicycle /vehicle behavior and count data. Data will be collected at up to four (4)
locations over a five -day period in mid - September (school in session) 2013.
2. Collect a.m. and p.m. peak period traffic count data in mid- September (school in session)
2013, appropriate to the purpose of conducting an intersection operations and traffic control
analysis at the following locations:
® Ipava Avenue and 175th Street
• Ipava Avenue and 185th Street
3. Post process the video data collected and summarize the data in map and matrix format,
including qualitative observations to characterize how the various transportation modes are
interacting along the corridor.
4. Conduct a peak and off -peak period pedestrian /bicycle crossing gap analysis at the two (2)
current primary marked crossing locations.

5. Analyze the corridor a.m. and p.m. peak period traffic operations at up to six (6) intersections
(two intersections and four pedestrian /bicycle /vehicle locations yet to be named) using the
Synchro /SimTraffic computer simulation model.
6. Revieu> existing crash information to determine if there are currently any vehicular and
pedestrian /bicycle safety related issues within the study area. Crash data will be collected for
the most recent three -year period using the Minnesota Crash Mapping Analysis Tool
(MnCMAT) and the Lakeville Police Department.
7. Develop a preliminary assessment of potential traffic and pedestrian /bicycle safety
improvement /mitigation measures given the issues identified. Alternatives may include:
• Inventory existing pedestrian /bicycle crossing signing and markings and upgrade as
necessary
• Enhanced traffic enforcement (vehicular and pedestrian /bicycle)
• Advanced stop or yield line with regulatory sign at marked crosswalks
• Additional crossing locations and /or removal of existing crossings
• Improved crosswalk and /or intersection lighting
• Crossing warning flashing beacon systems (i.e., Rectangular Rapid Flashing Beacon
[RRFB] or border LED crossing warning signs, both push button activated)
o It should be noted that the Rectangular Rapid Flashing Beacon [RRFBJ is a more
recent innovative pedestrian /bicycle safety treatment that is a lower cost alternative to
traffic signals and hybrid signals, that has been shown to significantly increase driver
yielding behavior at crosswalks when supplementing standard pedestrian crossing
warning signs and markings. The cost is approximately $10,000 to $15,000 for
purchase and installation of two units (one on either side of a street). A number of
local communities have recently installed these systems resulting in high driver and
staff acceptance (Bloomington, Burnsville, Chanhassen, Minneapolis, etc.).
• In- pavement crossing warning lights
• Mid -block crossings with crossing refuge islands
• Raised crosswalks /speed tables
• Install a traffic signal at Ipava Avenue and 175th Street to introduce more gaps in the
southbound vehicular traffic flow
• Active driver warning signs alerting drivers to pedestrian /bicycle crossing activity (passive
crossing detection system similar to a deer crossing warning system)
8. HAWK crosswalk (unique design proven safer and more effective than conventional
crosswalk design). The acronym HAWK means High intensity Activated cross WalK

9. Prepare a draft summary document highlighting the findings and recommmendations (including
concept cost estimates of the recommended alternatives) of the Ipava Avenue (175th Street to
185th Street) Pedestrian /Bicycle Safety Study. Make revisions as appropriate based on staff
review and prepare a final document.
10. Prepare for and attend up to two (2) meetings with staff and /or a public meeting to present
and discuss the findings and recommendations of the study.
11. Provide day -to-day project management and administration, as well as project coordination
W:th City' Staff.
SCHEDULE
We are prepared to complete this review immediately upon notification to proceed and will
complete this work on a mutually agreed -upon time schedule.
BASIS OF PAYMENT
We propose to be reimbursed for our services on an hourly basis for actual time expended. Other
direct project expenses, such as printing, supplies, reproduction, etc., will be billed at cost, and
mileage will be billed at the current allowable IRS rate for business miles. Invoices are submitted on
a monthly basis for work performed during the previous month. Payment is due within 30 days.
Based on our understanding of the project and scope of services, the cost of our services is not to
exceed $10,000, which includes both time and expenses.
CHANGES IN THE SCOPE OF SERVICES
It is understood that if the scope or the extent of work changes, the cost will be adjusted
accordingly. Before any out -of -scope work is initiated, however, we will submit a budget request for
the new work and will not begin until we receive authorization from you.
STANDARD TERMS AND CONDITIONS
The attached Standard Terns and Conditions (Attachment A), together with this proposal for
professional services, constitute the entire agreement between the Client and SRF Consulting
Group, Inc. and supersede all prior written or oral understandings. This agreement may only be
amended, supplemented, modified or canceled by a duly executed written instrument.
ACCEPTANCE /NOTICE TO PROCEED
A signed copy of this proposal, mailed or emailed to our office, will serve as acceptance of this
