A RESOLUTION AUTHORIZING THE REDUCTION OF THE MAXIMUM SPEED LIMIT
ALONG A HIGHWAY WORK ZONE IN CONJUNCTION WITH THE KENRICK AVENUE
AND 195TH STREET TRAIL PROJECT

Staff recommends adoption of the following motion: Move to approve a resolution
authorizing the reduction of the maximum speed limit along a highway work zone in
conjunction with the Kenrick Avenue and 195th Street Trail Project S 188 - 118 -004
Overview
Construction for the Kenrick Avenue and 195 Street Trail Project began in July, 2013. Since
work began on the project, both the Contractor and the On -Site Representative for the
project have raised concerns regarding worker safety adjacent to Kenrick Avenue, which is
currently posted with a 55 -mile per hour speed limit.
Staff recommends a reduction of the maximum speed limit, and the implementation of a
work zone speed limit, for the duration of the project. The proposed work zone speed limit is
40 -miles per hour, which is a 15 -mile per hour reduction from the current maximum speed
limit. The work zone speed limit will be enforceable upon the erection of appropriate work
zone speed limit signage. The work zone speed limit shall only be employed during periods
of continuous worker construction or maintenance activity in conjunction with the project.
At the end of the work day /work week, the work zone signage shall be removed, and existing
maximum speed limits will resume until such time as the work zone speed limit signage is
again erected and worker activity resumes.
Minnesota Statutes Section 164.14, Subd. 5d. allows the governing road authority to
authorize the reduction of such maximum speed limits in highway work zones without an
engineering and traffic investigation.
Primary Issues to Consider
• What impacts will a reduction in speed along Kenrick Avenue have on traffic in
conjunction with the 1 -35 improvements currently underway? The posted detour for work
associated with the 1 -35 improvements does not include travel along Kenrick Avenue.

WHEREAS, The City of Lakeville has commenced construction of the Kenrick Avenue
and 195 Street Trail Project east of and adjacent to Kenrick Avenue, between the
northbound I -35 off ramp and 205' Street West;
WHEREAS, The Contractor and On -Site Field Representatives for the project have
raised concerns regarding worker safety along Kenrick Avenue due to the proximity
of the work to the traveled roadway surface and the existing posted speed limit;
WHEREAS, Minnesota Statutes Section 164.14, Subd. 5d. allows the governing road
authority to authorize the reduction of maximum speed limits in highway work zones
without an engineering and traffic investigation.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Lakeville:
1) the City of Lakeville authorizes the reduction of the maximum speed limit along
Kenrick Avenue, adjacent to the Kenrick Avenue and 195 Street Trail Project
until construction associated with the project is completed or December 1, 2013,
whichever comes first; and
2) the City Council authorizes a reduction in the established speed limit of not more
than 15 miles per hour; and
3) the City of Lakeville authorizes that the work zone speed limit shall be effective
upon erection of appropriate signage; and
4) the City of Lakeville authorizes that the speed zone signage shall only be posted in
the traffic control zone during continuous worker activity while performing
construction or maintenance; and
5) the City of Lakeville authorizes that the work zone signage must be removed or
covered when they are not required;
