PARKS, RECREATION & NATURAL RESOURCES COMMITTEE
MEETING MINUTES
September 4, 2013
Vice-chair Peterson called the meeting to order at 6:00 p.m. in Council Chambers at
City Hall.
Members Present: Lori Bovitz, Tom Goodwin, Judy Hayes, Scott Kelly,
Howard Lovelace, Jeanne Peterson, Jerry Zell
Members Absent: Bob Swan
Staff Present: Parks & Recreation Director Brett Altergott, Environmental Resources
Manager Mac Cafferty, Recording Secretary Patty Ruedy
2. Approval of August 21, 2013 minutes
Minutes were approved as presented.
3. Citizen comments
There were no citizen comments.
4. Staff report
In response to a question from Goodwin regarding the EAB, staff informed the
committee that a City Forester position was added to the proposed budget for 2014
under the Environmental Resources Department. Final budget will be approved by
Council later this year. Position would address EAB plan and other City forestry-
related issues. A tree inventory is currently underway by City staff.
5. Review Joint Powers Agreement with ISD#194
Staff gave background on why the agreement was being reviewed by City and
District staff. Peterson inquired about agreements with other districts. Staff informed
her that they use our facilities, we don’t use theirs. Zell inquired about the difference
on the level of field maintenance between the City and the District. Staff reminded
the committee that the individual athletic associations are responsible for
scheduling their own activities and which fields. Hayes confirmed the idea of rentals
from parent groups vs. school-sanctioned events. Hayes suggested incorporating
the Kenwood Trails Disc Golf Course into this document. Committee suggested a
minor text change to item 6.4 and to change the dates. Committee was not
comfortable making a recommendation to Council on the agreement until the LAAC
Board has reviewed it.
6. Fundraising ideas for canoe rack
As committee members may recall, City Council previously directed staff to fund the
proposed canoe rack at Orchard Lake using alternative funding sources because it
would not be added to the budget. Committee asked staff to re-confirm the price of
materials and labor. Goodwin will speak to a representative from the Orchard Lake
Committee, although it is not a very active group. The committee also suggested
looking into volunteer organizations that may be able to help, ie: boy scouts.

7. Other business
There were no items to discuss.
8. Announcements
Art Festival is September 21-22. Heritage Center first anniversary dinner scheduled
for September 26 for members. Haunted Forest volunteers are needed; volunteer
information is posted on the City website. Heritage Center Golf Tournament
fundraiser is scheduled for September 16. The next Parks, Recreation & Natural
Resources meeting scheduled for Sept. 18. The committee policies discussed at a
previous meeting will be brought back to the committee as well as a proposed food
truck ordinance and policy.
