Subject: Mobile Food Unit Park Policy & Permit

Over the past few months, we have had some inquiries regarding Mobile Food Units being
allowed to set up in City parks. Currently we do not have a policy or permit that would allow
for mobile vendors in our parks without being contracted for a specific event as a caterer.
Mobile Food Units have the potential to provide a service to our park patrons that we could
not provide as efficiently or effectively. That being said, we do not want this to become a free -
for -all in our parks by having parking Tots full of vendors. If we move forward with a policy to
allow for mobile vending in the parks we would establish a maximum number of units
allowed in a park at any given time. In addition, aerial maps would be used to clearly identify
approved vending locations, hours of operation and a permit fee would be established.
Attached for your review is a draft of a Mobile Food Unit Park Policy and Permit. Before we
bring this to the Parks, Recreation & Natural Resources Committee for their review we want to
gauge the City Council's interest regarding the allowance of Mobile Food Units in parks.

DEFINITIONS:
MOBILE FOOD VENDING POLICY & PERMIT
MOBILE VENDOR: A person, firm or corporation in the business of selling food, goods, wares or
merchandise from a vehicle, trailer, or cart within the city.
PERSON: Any natural individual, group, organization, corporation, partnership, or similar association.
1. All vendors must obtain proper licensing and comply City of Lakeville, Dakota County
and State of Minnesota regulations.

10. Mobile Food Units may not vend in parks when concession stands are open. Aronson,
Quigley -Sime, King & Steve Michaud Parks without prior approval of the appropriate youth
athletic association and the City of Lakeville.
11. In the event of damage to City property, the vendor shall pay to have the property restored to
its original condition.
Conditions
1. The following is prohibited:
• Sale of alcohol
• Sale of items in glass containers
• Music from truck/trailer
• Firearms
2. The City of Lakeville reserves the right to deny vendors access to parks based on safety issues
and /or adequate parking for park users.
3. Vendors may only sell product in parks between the hours of 9:00 a.m. - 10:00 p.m.
