HomeMy WebLinkAbout09-03-13 WSCITY OF LAKEVILLE CITY COUNCIL WORK SESSION MINUTES September 3, 2013 Mayor Little called the meeting to order at 7:40 p.m. in the Marion Conference Room at City Hall. Members Present: Council Members Davis, Swecker, Anderson, LaBeau and Mayor Little Staff Present: Steve Mielke, Allyn Kuennen, Dave Olson, Chris Petree, Daryl Morey, Tom Vonhof, Brett Altergott, Dennis Feller, Char Friedges There were no citizen comments. Presentation of Envision Lakeville Report Craig Rapp of Craig Rapp, LLC and Marc Hugunin, consultant, provided an overview of the Envision Lakeville Community Vision Plan Draft (document on file in the City Clerk's office). Council members discussed the Vision Statement as proposed by the Envision Lakeville Task Force. Council had an extensive discussion about the plan and indicated that they will hold additional discussions. Council members expressed a desire to consider alterations to the proposed Vision Statement. Discussion centered on the reference to great schools, quality of education, what it takes to make Lakeville better than the average, and the fact that Lakeville residents are served by three school districts. Concern was expressed regarding the use of certain adjectives such as "great" for schools and "exceptional" for parks. It was suggested that the term "education system" might be more appropriate than "schools ". Council expressed support for the work of the task force. Council members will have an opportunity to review and adopt a statement with changes should they choose to do SO. Community Values - Mr. Rapp stated the task force recognized that the City of Lakeville has established an enviable track record of fiscal responsibility, excellent quality of services and good value for its public expenditures. Key Initiatives - Initiatives have been categorized by time periods: 1 -5 years, 6 -15 years and 16 -25 years. Council members emphasized the importance of cultivating a sense of community by working with and strongly supporting the social institutions such as neighborhoods, schools, places of worship, recreation, athletics, and community celebrations and events. City Council Work Session Minutes, September 3, 2013 Page 2 Envision Lakeville 2040 - Rapp emphasized that a community vision plan is a framework for long -term success. Achieving the promise of the vision requires focus and follow - through. "Focus on the future, use the framework, filter decisions, and make it real." Mr. Mielke stated the task force will present the Community Vision Plan to the public at the September 16 City Council meeting. The City Council should, at some point, adopt the Vision Statement. Mr. Mielke recommended the City Council charge department directors and advisory committees to take action by reaching out and soliciting feedback from some of the civic groups, school boards and religious organizations that participated in the community vision process.
