HomeMy WebLinkAbout09-18CITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE MEETING MINUTES September 18, 2013 Chair Kelly called the meeting to order at 6:00 p.m. in Council Chambers at City Hall. Members Present: Lori Bovitz, Tom Goodwin, Judy Hayes, Scott Kelly, Howard Lovelace, Jeanne Peterson, Bob Swan Members Absent: Jerry Zell Staff Present: Parks & Recreation Director Brett Altergott, Recording Secretary Patty Ruedy 2. Approval of September 4, 2013 minutes Minutes were approved as presented. 3. Citizen comments There were no citizen comments. 4. Staff report Staff provided an update on Kenrick Trail; estimated completion date November 15. Apple Jack cross-country meet will be reviewed by staff and meet organizers. Topics of discussion will include meet size and traffic control. 5. Committee policies review Changes to the document suggested at a previous meeting were presented to the committee. Motion made by Goodwin, seconded by Swan to move forward the revised Parks, Recreation & Natural Resources policies for review and approval by City Council. Ayes: Unanimous 6. Review Joint Powers Agreement with ISD #194 The proposed amended and restated JPA that was reviewed previously by the Parks, Recreation & Natural Resources Committee was reviewed by Lakeville Area Arts Center Board. Arts Center Board recommended approval of the agreement by City Council and the School District as presented by staff. Motion made by Peterson, seconded by Bovitz to recommend City Council approve the Amended and Restated Joint Powers Agreement with ISD #194. Ayes: Unanimous 7. Other business A proposed policy on mobile food vending in the parks will be discussed at a City Council work session before it is brought to the Parks, Recreation & Natural Resources Committee to review. Future agendas will include discussion regarding the Envision Lakeville report, ice rinks, park dedication and the Parks, Trails & Open Space plan. Parks, Recreation & Natural Resources Committee Meeting Minutes, September 18, 2013 Page 2 Swan suggested the committee take some type of action regarding the environmental aesthetics and unsafe conditions of the train cars next to the trail. Staff replied that the City Council feels the same way, but it is protected by the federal government. Staff will bring recommendations of action to a future meeting. Goodwin spoke to an association member for Orchard Lake organization about funding of a canoe rack and she seemed positive about helping to fund it with money in their account. Staff will research the amount needed to complete the project and ideas for placement at the park. 8. Announcements Golf outing for Heritage Center fundraiser; 80 golfers attended and approximately $9,500 was raised. Heritage Center fundraising auction is scheduled for October. Committee members inquired about programming for the Arts Center. Staff recently attended a convention seeking new entertainment options. Art Festival is happening this weekend. Pedal the Parks event is this weekend as well. The next Parks, Recreation & Natural Resources meeting scheduled for Oct. 2. 9.
