PLANNING COMMISSION WORK SESSION MINUTES
October 3, 2013
Chair Lillehei called the work session to order at 6:30 p.m.
Members Present: Chair Brooks Lillehei, Vice Chair Bob Boerschel, Karl Drotning,
Gerry Grenz, Linda Maguire, Paul Reuvers, Jason Swenson, and ex- officio Shawn
Fitzhenry
Members Absent: None
Staff Present: Planning Director Daryl Morey
Others Present: Daren Laberee, Mattamy Homes; Jason Palmby, Green Key Real
Estate Group; and Michael and Eileen Devney
Mattamy Homes Concept Land Use Plan
Mr. Laberee provided a background on Mattamy Homes and described their proposal
for developing the property and building homes in Lakeville in the area along Cedar
Avenue south of Dodd Boulevard. He acknowledged that the City's plan for a
community playfield park in this area of the city is a central design component of their
proposed development and that Mattamy Homes wants to create connected
neighborhoods within the project area. Because of the size of the proposed
development area, an environmental study is required. Before they commence the
environmental study, which could be an AUAR, they would like the City's support of the
conceptual land use plan.
Planning Commission discussion points included the following:
• Proposed access to the community playfield park and on -site parking provisions.
• Park dedication requirements. Mr. Morey stated the Parks, Recreation and
Natural Resources Committee will review the concept land use plan options at
their October 17 meeting.
• Options for pedestrian crossing of the major roadways (185 Street and Cedar
Avenue) in order to maintain the desired neighborhood connectivity and ease of
access to the community playfield park.
• Internal neighborhood street connections should be included in the design for
each phase of the development.

Explored the option of locating the community playfield park south of 185th Street
so the dedication of the 70 -80 acres needed for this type of park could be shared
with the property to the south. Mr. Morey stated that staff prefers a location for
this type of park where the topography is flatter in order to reduce grading costs
and impacts for the future development of the playfields.
• If any of the internal streets are major collectors, driveway access is not allowed
by ordinance. Mr. Morey stated that other than 185 Street (CSAH 60) and
Cedar Avenue (CSAH 23), the internal streets would be either minor collector or
local streets, which are allowed by ordinance to have driveway access.
• Expressed concern about the potential for the houses in a development of this
size to be monotonous. Mr. Laberee stated Mattamy Homes will have a diverse
housing product and their goal is to build approximately 100 houses each year
until the site is fully developed.
• The potential project phasing seems better with concept land use plan Option 5.
• When asked about the timeframe for starting construction on this project, Mr.
Laberee stated that construction will likely begin in 2015 given the environmental
study that needs to be done.
The Planning Commission expressed support for the proposed development and
generally preferred concept land use plan Option 5 in terms of the location of the
community playfield park.
The work session adjourned at 7:35 p.m.
