MEETING MINUTES
October 16, 2013
Chair Kelly called the meeting to order at 6:00 p.m. in Council Chambers at City Hall.
Members Present: Lori Bovitz, Judy Hayes, Scott Kelly, Howard Lovelace,
Jeanne Peterson
Members Absent: Tom Goodwin, Bob Swan, Jerry Zell
Staff Present: Parks & Recreation Director Brett Altergott, Environmental Services
Manager Mac Cafferty, Recording Secretary Patty Ruedy
2. Approval of September 18, 2013 minutes
Minutes were approved as presented.
3. Citizen comments
There were five citizens present.
4. Staff report
Heritage Center golf outing fundraiser raised $11,179 bringing the total left to
fundraise to just over $99,000. Next year’s event will be on Tuesday, September
16. Michaud Park dugouts are complete. Kenrick Avenue Trail construction is
progressing. Restoration along the new asphalt is being completed. Next they will
be working on the segment north of the lake as well as the sheet pile walls and
boardwalk supports.
5. Mattamy Homes Conceptual Land Use Plan
Daren Laberee from Matamy Homes presented the conceptual land use plan for an
approximate 470-acre parcel on Cedar Avenue, south of Dodd Boulevard. The
developer worked with City staff on many options for the land and narrowed them
down to two viable options for the development. Options A and B were presented
and call for a 60-acre and 75-acre park, respectively. Staff shared with the
committee that there is a plan for a large community park in the Parks, Trails &
Open Space Plan just south of this location.
Hayes inquired about the greenway through the park on Option A. Laberee replied
that the greenway could be incorporated into the plan, with the addition of a trail for
example, and using the existing natural space. Parking lots could be added on both
the north and south sides of the greenway. Hayes inquired about the topography of
the land if there were to be a very wet season. Laberee replied that those issues
have not been finalized yet, but the designers of the park land could address those
issues during the planning design stages. Laberee also noted that there is more
wetland in Option B and Option A has more homes backing up to wetland space.
Peterson inquired as to whether the Envision Lakeville Plan results were
incorporated into the plan. Laberee replied that they used the Lakeville
Comprehensive Plan as well as the parks plan. He added that state regulations

demand that developments of this size require developers to conduct certain
studies that will be performed as the project progresses. The developer is looking
for conceptual feedback from the committee at this point.
Recommendations:
Peterson preferred Option A because of the convenience and the different design
options for the greenway through the middle of the park.
Hayes preferred Option A because of more diversity in the park and easier access
for the community.
Lovelace preferred Option A because of the option for parking on both the north
and south sides of the park.
Bovitz preferred Option A for its ability to bring the community together.
Kelly advised the representatives from Mattamy Homes that the consensus of the
Parks Committee was for Option A.
6. Envision Lakeville Presentation
Allyn Kuennen, Administrative Services Manager, presented the findings of the City
of Lakeville Envision process.
Hayes inquired about the priorities on page 6; how are they listed and do they carry
the same weight? Kuennen replied that they do carry the same weight and that they
are not ranked. Altergott added that this document will be a basis for discussions for
future meetings as well as discussions on the draft version of the Parks, Trails &
Open Space Plan. Kuennen informed the committee that Council will need
feedback by January, 2014.
7. Other business
There was no other business.
8. Announcements
-The next meeting the committee will be talking about Park Dedication Fees.
-Oct. 26 will be annual Haunted Forest at Michaud Park.
-Full moon hike this Friday night at Ritter Farm Park.
-The next Parks, Recreation & Natural Resources meeting scheduled for Oct. 2.
