(Answer live call, meet at the counter or return message within 24 hours) With the current work load, we are not always able to provide next day inspections. There have been several instances where we have been up to 2 -3 days out on inspections. Plan reviews and permit issuances are also pushing the envelope on residential decks and additions. We have been balancing plan reviews and inspections in an effort to stay within our parameters. The plan review inspector and I have been used in busy times to conduct field inspections. When the plan reviewer or I are out on inspections there is no one here to answer code questions at the counter or on the phone in addition plan reviews and permit issuance starts to backup. The following updated statistics have been compiled to measure our current work load. Workload Projections *Duties subject to transfer to new Code Enforcement position. Staff hours shown does not include time involved with review, issuance and final inspection of zoning permits that include fences, small sheds and small pools (225 permits through 10{28113). Through October 25, 2013, the Inspections Department has issued 298 new single family homes compared to 279 issued in all of 2012. We are currently ahead of last year's pace by go homes. Our standards of customer service have suffered lately and will continue to suffer into 2014 if we do the same or more activity compared to 2013. We have experienced that this spring and summer by not being able to provide next day inspection service and our plan review turnaround time has exceeded our standards. Our activity levels in 207.3 have also hampered our follow -up on aging permits. Aging permits are permits that are over 2 years old and have not had a final inspection. In previous years we have resolved over 8o% of the aging permits. There is much correspondence required to contact the homeowner and contractor who are listed on the permit. We have done very little this year on resolving aging permits due to the increased workload. The increased activity level has also hindered our production of records retention in scanning of files on a regular basis. Code Enforcement Position The Preliminary 2014 budget includes a part -time Code Enforcement position effective April 1, 2014. The primary function of the position is to assume responsibility of certain inspection related duties which are currently performed by Building Inspectors, Planning and Police staff. Transfer of duties will enable the Inspectors to devote more time to the increased permit activities. Duties to be assumed by the part -time Code Enforcement position include but not limited to: • Weed (long grass) enforcement 6 Zoning complaints • Sign enforcement • Junk vehicles ® Zoning permit review and inspection Recommendation Council approval of part -time Code Enforcement position effective April 1, 2014 as provided in the preliminary 2014 budget. The part -time Code Enforcement position (2014 - $22,370) is financed from inspection related permit fees.
