Background:
At the August 28th City Council Work Session, the Mayor and City Council directed staff to
revisit the ice rink policy (i.e. opening /closing sites) as a result of the proposed budget for
repairs and improvements to the Highview Heights rink site in 2014.
During the 2012 -13 winter season, eight rink sites were up and operating which included
Cherryview, Dakota Heights, Greenridge, Highview Heights, Meadows, McGuire, Parkview and
Prairie Lake Parks. Highview Heights Park was added back into the system in the 2011 -12
winter season and Cherryview was added back in the 2012 -13 season. These two sites along
with Bunker Hill (now permanently closed), Quail Meadows and Rolling Oaks were the five
sites that were originally closed commencing in 2009 -10 winter season as result of budget
constraints. The criteria used by City staff and the Parks, Recreation & Natural Resources
Committee (PRNC) at that time to remove them from the system included annual attendance,
geographical location, service area, availability to school districts and travel distance by car.

Highview Heights Park:
As part of the proposed 2014 -15 General Fund Budget submittals, along with dollars
budgeted in 2013, staff was proposing a number of repairs and improvements to the ice rink
site at Highview Heights Park. The repairs include dismantling and reconstructing
approximately 40% of the rink boards, excavation and regrading, installation of modular
block wall and installation of draintile as result of springs in ground on the east side of the
rink that is causing the upheaving of the boards each year.
However, the City Council, at its September 16 meeting, deleted all 2014 appropriations for
improvements to the Highview Heights rink. Even with the labor provided by Tree Trust
crews, approximately $ 25,400 of major maintenance is required to efficiently operate the
facility. A summary of the major maintenance costs are as follows.

At this time, the Highview Heights Park rink will be up and operating for the 2013 -14 skating
season. However, if it were to continue to be kept open, $25,400 would be required for
repairs and some upgrades plus $41,205 to pave the rink for a total of $66,605 over the next
three years. In addition, $7,000 of yearly operating costs (i.e. rink attendants, warming house
rental, electric service, etc.) would be required.
Attached also is a rink attendance data sheet. As noted in the Season Total chart under 2007-
08, 2008 -09, 2011 -12 and 2012 -13, the Highview Heights rink site has been either the least
used or the second to least used by skaters of all the opened sites.
Quail Meadows:
As mentioned earlier, the paved Quail Meadows rink site has been closed since the 2009 -10
winter season. Since that time, a significant amount of single family home construction has
taken place or currently is taking place just north of the site in the Fieldstone and Jamesdale
neighborhoods.
Options:
At this time, the Mayor and City Council could consider a number of options which include:
A. Provide appropriations for major maintenance and improvements to Highview
Heights rink.
B. Close Highview Heights rink site after the 2013 -14 skating season as a result of the
proposed costs to repair and improve the rink facility, considering it has been the least
used the last two years and one of the least used in previous years.
C. Direct staff and the Parks, Recreation and Natural Resources to evaluate previously
opened rink sites along with current and future rink locations to determine which sites
could be possibly reopened, closed and /or new sites constructed.

Recommendation:
Staff recommends the City Council
a) direct staff and the Parks, Recreation and Natural Resources Committee evaluate all
rinks locations and provide recommendations as to which to should remain open,
closed, reopened or transferred to other locations.
b) Defer major maintenance of Highview Heights Park until such time as the Council
determines its future status.
