Proposed Action
Staff recommends adoption of the following motion: Move to approve a resolution ordering
the 2014 Street Reconstruction Project and authorizing the preparation of plans and
specifications and advertisements for bid for 2014 Street Reconstruction Project These street
improvements constitute City Improvement Project 14 -02.
Overview
At its October 19, 2013 meeting, the Lakeville City Council received a Feasibility Report for the
2014 street improvement project and set a public hearing for November 18, 2013. Notice of
the public hearing was published and forwarded to the affected property owners. All
responses from property owners prior to the Public Hearing have been logged and are
attached.
Prior to the public hearing, City Staff along with staff from WSB & Associates will provide a
brief presentation of the project, estimated project costs and estimated assessments.
Following the public hearing and if the City Council elects to proceed with the project, City
staff recommends that the City Council approve the attached resolution ordering the 2014
Street Reconstruction Project and authorizing the preparation of plans and specifications.

AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS AND
ADVERTISEMENTS FOR BID
WHEREAS, on October 21, 2013, the City Council fixed a date for public hearing on the
2014 Street Reconstruction Project within portions of portions Cedar Highlands First Addition,
Cedar Highlands 5th Addition, Dodd Pointe 1St Addition, Dodd Pointe 2,d Addition, Dodd Pointe
3r Addition, Donnay's Valley Park 3rd, Donnay's Valley Park 5th, Donnay's Valley Park 7th,
Donnay's Valley Park 8 Niakwa Village 2nd Addition and Sunrise Village, City Improvement
Project 14 -02; and
WHEREAS, the required published notices of hearing through a weekly publication were
given, the required mailed notice of the improvement hearing was given to each property owner
in the proposed assessment area at least ten days prior to the hearing, and the hearing was held
on November 18, 2013, at which time all persons desiring to be heard were given an opportunity
to be heard.
NOW, THEREFORE, BE IT RESOLVED, by the Lakeville City Council:
1. The 2014 Street Reconstruction Project is hereby ordered as identified in the
Feasibility Report for Project 14 -02, dated October 21, 2013.
2. WSB & Associates, Inc. is hereby authorized to prepare plans and specifications for
the making of such improvements, and placing advertisements for bids.
APPROVED AND ADOPTED this 18 day of November, 2013.

NOTICE OF HEARING ON IMPROVEMENT
TO WHOM IT MAY CONCERN:
NOTICE IS HEREBY GIVEN that the City Council of Lakeville will meet at 7:00
p.m. on Monday, November 18, 2013, at the City Council Chambers, 20195 Holyoke
Avenue, Lakeville, Minnesota, to consider the 2014 Street Reconstruction Project within
portions of Cedar Highlands First Addition, Cedar Highlands 51 Addition, Dodd Pointe
1s' Addition, Dodd Pointe 2 Addition, Dodd Pointe 3rd Addition, Donnay's Valley Park
3rd, Donnay's Valley Park 5 Donnay's Valley Park 7th, Donnay's Valley Park 8 Niakwa
Village 2 Addition and Sunrise Village; City Improvement Project 14 -02, pursuant to
Minn. Stat. 429.011 to 429.111.
The area proposed to be assessed for the improvements is as follows:
The project will include property in that part of Section 2 Township 114 Range 20,
Section 3 Township 114 Range 20 and Section 10 Township 114 Range 20 within the City
of Lakeville, Dakota County, Minnesota, and also being in subdivisions: Cedar Highlands
First Addition, Cedar Highlands 5th Addition, Dodd Pointe 1St Addition, Dodd Pointe 2nd
Addition, Dodd Pointe 3 Addition, Donnay's Valley Park 3rd, Donnay's Valley Park 5th,
Donnay's Valley Park 7 Donnay's Valley Park 8 Niakwa Village 2nd Addition and
Sunrise Village.
The estimated cost of the improvement is $10,236,050. Such persons as desire to
be heard with reference to the proposed improvement will be heard at this meeting.

Dear Property Owner:
This letter is to inform you that a Public Hearing will be held on Monday, November 18, 2013, at 7.00
P.M. in the Lakeville City Hall Council Chambers, 20195 Holyoke Avenue, for City Improvement
Project 14 -02. The proposed roadway improvements will affect your property. Following public
comment, the City Council will consider ordering the improvements.
The estimated cost for the road reconstruction and utility improvements is $10,236,050. Of those total
project costs, $2,033,620 is associated with utility repair /replacement in the project area, and is proposed
to be funded using City Utility Funds. The remaining $8,202,430 associated with surface and storm
sewer improvements will be funded using City Capital Improvement Plan Funds and special assessments
to the benefiting property owners in accordance with the City's Assessment Policy. A reasonable estimate
of the cost of the assessment will be available at the hearing. The estimated assessments to residents are
as follows:
*Please note the correction below – assessments for properties within Cedar Highlands ls` Addition are
now identified below.
Valley Park 3 5 7 and 8 Additions, Dodd Pointe V, 2 nd and Y Additions, Cedar Highlands 1 s'
Addition and Sunrise Village: $4,471.51 per single family unit
$2,235.76 per townhome unit
Cedar Highlands 5 Addition: $1,924.26 per single family unit
Niakwa Village 2 Addition: $1,083.48 per townhome unit
A Neighborhood Meeting to discuss this project was previously held on August 13, 2013 at City Hall.
