e November 15, 2013 Item No. RESOLUTION OF SUPPORT DAKOTA COUNTY 2014 -2018 TRANSPORTATION CAPITAL IMPROVMENT PROGRAM November 18, 2013 City Council Meeting Proposed Action Staff recommends adoption of the following motion: Move to approve a resolution of support for the Dakota Cou nty2014 -2os8 Transportation Capital imr)rovement Program (CIP), Passage of this motion will result in the City supporting its respective projects for inclusion in the Dakota County 201 -2o18 Transportation CIP with intent to finance its share of the costs. Overview The Dakota County draft 2014 — 2o18 Transportation CIP provides a comprehensive view of transportation projects throughout the county. Many of these projects affect the transportation infrastructure in Lakeville and contribute to City plans for residential, commercial and industrial development. The City's support for the County's CIP facilitates coordinated improvements to the transportation system within Lakeville. The projects in the Dakota County draft 2014 -2018 Transportation CIP are consistent with the City's draft 2014 -20s8 CIP with two exceptions: • CSAH -7o Trail: Scott /Dakota County border to Laredo Path • CSAH -g (Dodd Boulevard) Realignment: Hayes Avenue to CSAH -23 (Cedar Avenue) Details and financing of these two particular projects are described in the attached staff analysis of primary issues. Primary Issues to Consider • What are the details and financing related to the two projects in the County's draft 2014 -2018 CIP that are not in the City's draft 2014 -2018 CIP? Supporting Information • Staff analysis of primary issues • Dakota County draft 20 -2os8 Transportation Capital Improvement Program Zach (Jo hnso City Financial Impact: N/A Budgeted: Yes Source: Various Related Documents (CIP, ERP, etc.): Notes: Staff Analysis of Primary Issues ® What are the details and financing related to the two projects in the County's draft 2014 -2oi8 CIP that are not in the City's draft 2014 -203.8 CIP? The construction of a trail along 210 Street from the Scott/Dakota County border to Laredo Path is programmed in the County's draft 2014 -2-028 CIP for design in 2014 and construction in 2015. This project is not in the City's draft 2014 -2018 CIP and has an estimated City cost of 6166,500. This trail is of local and regional benefit and consistent with the goals and objectives of the City's Parks, Trails and Open Space Plan, but due to other financing priorities, the City is not able to provide the financing for this trail project in the foreseeable future. The design of the CSAH -g (Dodd Boulevard) realignment from Hayes Avenue to CSAH- 23 (Cedar Avenue) is programmed in the County's draft 2014 -2oi8 CIP for 2018. This project is not in the City's draft 2014 -2018 CIP and has an estimated City cost of $202,500. This project will likely be constructed with development of the Song/Boatman property. Funding for this project will be provided by the Developer and the County, based on current City and County policy. CITY OF LAKEVILLE RESOLUTION NO. RESOLUTION OF SUPPORT DAKOTA COUNTY 2014 -- 2018 TRANSPORTATION CAPITAL IMPROVEMENT PROGRAM WHEREAS, Dakota County has asked cities and townships to request projects for inclusion in the Dakota County 2014 -2o18 Transportation Capital Improvement Program (CIP); and WHEREAS, in the last five years the City of Lakeville has financed its share of costs for several County roads and State interchanges; and WHEREAS, the City of Lakeville has financed its share of County road projects with property taxes and other revenue sources; and WHEREAS, the City of Lakeville believes the trail improvements along CSAH 70 (23.oth St.) are of local and regional benefit but should be funded without City of Lakeville cost participation due to financing priorities; and WHEREAS, the City of Lakeville believes the CSAH g (Dodd Boulevard) road realignment should be constructed with property development with funding provided by the Developer and County, and without City of Lakeville cost participation, consistent with current City and County policy. NOW, THEREFORE, BE IT RESOLVED, the City of Lakeville supports the following transportation projects contained in the County CIP: Project Year CSAH g (Dodd Blvd.).... CSAH 2146 (Scott Co.) to CSAH 70 (215 St.) DCP 9-46 (Construction) 2014 CSAH So (Kenwood Tr.) - Roundabout at CSAH 60 (185 St.) DCP 50 -17 (ROW Acquisition /Construction) 2014 CSAH 50 (Kenwood Tr.) — South CSAH 60 (185 St.) to CSAH g (Dodd Blvd.) DCP 50-xx (Design) 2015 CSAH 50 (Kenwood Tr.) — South CSAH 60 (185 St.) to CSAH g (Dodd Blvd.) DCP 5o -xx (ROW Acquisition) 2016 CSAH g (Dodd Blvd.) — 1 94' h St. to CSAH 60 (185 St.) DCP 9-36 (Design) 2oi6 CSAH 50 (Kenwood Tr.) — South CSAH 60 (185 St.) to CSAH g (Dodd Blvd.) DCP 50-xx (Construction) 2017 CSAH g (Dodd Blvd.) —194 St. to CSAH 60 ( St.) DCP 9-36 (ROW Acquisition) 2017 CSAH g (Dodd Blvd.) —1g4 St. to CSAH 60 (185 St.) DCP 9-36 (Construction) 2018 BE IT FURTHER RESOLVED, the City of Lakeville hereby supports these projects and requests that these projects are included in the Dakota County 2014 -2o18 Transportation Capital Improvement Program for construction in the year indicated and financed with county, state or federal funding sources as follows: ® The County will request payment of the City's share of the project costs (i.e. design, right -of -way acquisition, construction) once the project is completed rather than periodic payments; and The City will advance encumber $4.0 of Municipal State Aid Street Funds in 2014. If the Minnesota Department of Transportation does not grant the advance encumbrance, the County will defer payment from the City until 2017. BE IT FURTHER RESOLVED, the City of Lakeville does not support the construction of a trail on CSAH 70 (2 loth Street) from the Scott /Dakota County border to Laredo Path (DCP 70 - 20) if City of Lakeville financial participation is required. BE IT FURTHER RESOLVED, the City of Lakeville does not support the design of the CSAH 9 (Dodd Boulevard) realignment from East of Hayes Avenue to CSAH 23 (Cedar Avenue) (DCP 9-43) if City of Lakeville financial participation is required.
