HomeMy WebLinkAbout11-06CITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE MEETING MINUTES November 6, 2013 Chair Kelly called the meeting to order at 6:00 p.m. in Council Chambers at City Hall. Members Present: Lori Bovitz, Tom Goodwin, Scott Kelly, Howard Lovelace, Jeanne Peterson, Bob Swan, Jerry Zell Members Absent: Judy Hayes Staff Present: Parks & Recreation Director Brett Altergott, Recording Secretary Patty Ruedy 2. Approval of October 16, 2013 minutes Minutes were approved as presented. 3. Citizen comments There were no citizen comments. 4. Staff report Staff shared the details of the vandalism at the Casperson Park soccer fields. Annual Haunted Forest event was a success. CIP budget will go to City Council work session next week. Peterson complimented staff on recent City Messages articles on dog ordinances and Kenrick Trail. Canoe rack has been installed at Orchard Lake Beach. 5. Park Dedication Fees review and recommendation Staff reviewed the memo to the committee recommending a 2% reduction in the park dedication fees for 2014. Goodwin asked for a reminder of what the formula was for the basis of calculating park dedication fees. Swan inquired if it was possible to lessen the impact of a possible increase in 2015 by not taking a decrease in 2014. Zell and Goodwin agreed with the methodology and recommendation proposed by staff. Motion made by Goodwin, seconded by Peterson to recommend to City Council approval of a 2% reduction in park dedication fees in lieu of land effective January 1, 2014 as recommended by City staff. Ayes: 6 Nays: 1 (Swan) 6. Envision Lakeville discussion Council is requesting feedback from committees on the Lakeville Community Vision Plan. The Vision Plan has been purposely left somewhat vague so as not to be too restrictive. According to the plan, parks are highly valued in Lakeville. Peterson mentioned the recent Star Tribune article that highlighted the trend of developers building homes with smaller yards and residents using parks more. The committee had a discussion on other new trends in the market such as multi-generational homes and the need for parks to evolve as the demographics of the City change. Parks, Recreation & Natural Resources Committee Meeting Minutes, November 6, 2013 Page 2 Other ideas talked about were amenities at senior housing facilities, partnerships on projects with schools in each of the three districts in Lakeville, amenities such as exercise stations and the need to address issues with older neighborhoods in Lakeville versus new developments. The committee agreed that in light of the conversation, they need more time with the Vision Plan and will be prepared to discuss at a future meeting. Because of the recent proposed developments and other changes that have taken place, the new updated Parks, Trails and Open Space Plan will be reviewed by the Parks Committee in early 2014 after the Vision Plan is complete, with hopes of completing it by mid-year. 7. Other business -Swan inquired about the rail line. Staff responded that there is nothing that this committee can do because the rails are protected by federal laws. It was suggested that one can contact the local congressman directly as a citizen of Lakeville. -Staff is currently looking at possible placement of signs at Dodd and Foliage. They will have to work with Dakota County since Dodd Blvd. is a county road. 8. Announcements The next Parks, Recreation & Natural Resources meeting scheduled for Nov. 20. 9.
