LEGAL NEWSPAPER DESIGNATION
Proposed Action
Staff recommends adoption of the following motion; Move to designate the Lakeville Sun Thisweek as
Lakeville's official legal newspaper for 2014.
Overview
Minnesota Statute 4I2.831 0111dal Newspaper. The council shall. aw ashy at its Rrst m'e€ ing of dae year designate a legal
newspaper ofgeneral circulation in the city as its official newspaper, in which shall bepublished such ordinances and other matters
as are required bylaw to be so published and such other matters as the council may deem it advisable and in the public interest to
havepublished in this mauler.
As required by statute, each year the City designates a newspaper to be used for its legal notices. For 2014, bids
were received for legal newspaper designation from the Lakeville Sun Thisweek and the Rosemount/
Farmington Dakota County Tribune. The City reviews these bids and other factors to determine which
newspaper is the best option for City legal notices. Staff recommends designating the Lakeville Sun Thisweek
as the City s legal newspaper for 2014 because its price per column inch is the same as the Dakota County
Tribune and its delivery area includes almost the entire City.

When the Sun Current purchased Thisweek newspapers, the consolidation allowed for delivery of the Lakeville
Sun Thisweek to almost every home in Lakeville. Some new developments are not yet on a delivery route and
some homeowner associations may have specific delivery requirements or not allow delivery. For those who
do not receive delivery, the Lakeville Sun Thisweek can be picked up at 20 various locations throughout the
City. A list of these locations is available on the City website at www.lakevillemn gov. All legal notices are also
available on the website and via auto e-mail delivery.

Please accept the following bid from the Lakeville Sun T hisweek for legal newspaper designation for the
City of Lakeville. This newspaper is qualified by the State of Minnesota as a legal newspaper under
Minnesota Statutes Section 331A.02, Subd. 1.
The following rate structure for legais is effective January 1, 2014:
Per column inch rate: $7.56
Characters per inch: 320
Lines per inch: 9
Beg hming in January, your legal notices will be published in 7 point type. This change is being made
to standardize and improve the Legibility of legal notices an d has been taken into considerati on when
calculating your 2014 rate. Your 2014 rate represents a 5% increase over last year.
A notarized affidavit will be provided for each notice published. Additional affidavits are $2.50 each. A
$20.00 charge will be assessed on legal notices that require typing. All published legal notices are posted on
the Sun Thisweekwebsfte at no additional charge.
The Sun Thisweek is published weekly on Fridays. The deadline is 4:00 p.m. on Tuesday for publication on
Friday of the same week. Please email legal notices to by legals@ecm- inc.com.
