APPROVAL OF AN ENGINEERING SERVICES AGREEMENT WITH INSPEC FOR THE
PARTIAL REROOFING OF THE WATER TREATMENT FACILITY
Proposed Action
Staff recommends adoption of the following motion: Move to approve an engineering
services agreement with Inspec for the partial reroofing of the Water Treatment Facility.
Passage of this motion will result in the development of construction specifications and bid
documents.
Overview
The existing roof has been prone to leaks for the past 10 years. The current roofing system
consists of insulation laid on the roof deck with rubber sheets laid on top of the insulation and
sealed. The rubber sheeting is then covered with a washed river rock ballast to hold the
rubber sheeting down.
The partial reroofing will replace the majority of the roof except for the metal roof over the
lobby. The process will consist of removing the existing ballasted rubber roofing material
down to the decking, adding new insulation to bring the roof up to the R -value required by
code, and installing a new four -ply built -up roof.
The roof at the Water Treatment Facility has surpassed its life expectancy. The reroofing is
planned for 2015,18 years since the current roof was installed. Staff has reviewed
documentation pertaining to the reroofing and recommends approval of the agreement.
Primary Issues to Consider
Is reroofing necessary? Yes. The single -ply rubber membrane on the roof now has been
vulnerable to leaks and has. had several temporary repairs to fix those leaks. Additional
leaks are very possible due to the nature of the ballast and rubber membrane.

RE: Proposal for Engineering Services for 2015 Partial Reroofing
Water Treatment Plant
Dear Mr. Mensen:
As a follow -up to our recent meeting with you regarding the above - referenced
project, we are pleased to provide this proposal to furnish engineering services for the
development of construction documents, construction observation, and quality
control testing.
A. PROJECT INFORMATION
1. Scope of Work
It is our understanding that the project will include approximately 52,860
square feet of roofing on Areas A, B, C, and D as reported in the 2010 Roof
Management Report. Our preliminary opinion of probable construction cost is
$650,000.
Reroofing is based on removing the existing ballasted EPDM roof system to
the deck, adding new insulation as necessary to bring the' new roof system up
to the required code R- value, improving drainage, and installing a built -up
roof system.
2. Problem or Needs
The roof at this facility has surpassed its intended design life expectancy.
Leakage has been reported at some locations within this area. Repairs have
been fairly successful, but are considered temporary at best. Roofing would
be considered the only long -term solution.

1. General

own, operate, and use the building. Our goal is to get you a roof that meets or

Saving you money, while minimizing your involvement and stress related to roofing projects,
is always a strong focus of ours.
Our engineering services for roofing consist of design process and construction observation
and testing. Good communication is what we strive for and the following are specifics of our
services.
2. Design Process
Site verification includes key roof - related details verified in the field using exploratory test
openings. During the site verification process, we will verify dimensions, sketch, and
photograph the actual existing conditions. We will also observe and evaluate the following to
provide a basis for the development of the reroofing design:
• Ponding layouts.
• Interior verification of decking.
• Exterior verification of decking at test cut
locations.
• Existing drainage and leader sizing.
• Reusing existing wood blocking.
• Wall conditions adjacent to the roof
(through -wall flashing).
• Discuss roof history and past
performance with building personnel.
• Code considerations updated.
• Possible new roof drain locations.
Design development will address special roof detailing, tapered insulation to improve
drainage, overflow drainage, mechanical curb modifications, remove obsolete items, other
issues that are related to this project, and also review the project with you prior to the
preparation of final construction documents. An energy analysis of the existing roof system
and the proposed new roof system will be conducted.
Based on the background information, viable roof detailing for long -term watertight
conditions will be determined and presented to you for a final decision regarding the
reroofing design. Based on these decisions, construction documents for this project will be
fully developed.
3. Construction Documents
Drawings and a project manual will be prepared for this project. Drawings will delineate the
design intent graphically and will be prepared in a format that is easy to bid and construct
from. Project manual information will include insurance, performance bonds, a construction
schedule, submittal requirements, and other project- related information.
C. COMPENSATION —BASIC SERVICES
lnspec shall provide the Basic Services outlined above for the following fees:

Reimbursables will include such items as consultants and any Plan Review fees.
Much, if not all, of this fee will be recouped through competitive bidding of the project,
minimizing change orders, and acting as your eyes and ears to observe that you are getting what
you are paying for.
D. ADDITIONAL SERVICES
1. Based on our current knowledge of the existing conditions, we have, to the best of our ability,
matched our Basic Services to the needs of your project. However, should the need arise for
us to expand our services in response to conditions or events outside our control, we would,
under your direction, submit a separate proposal covering such Additional Services.
E. CLIENT'S RESPONSIBILITIES
1. The Client shall return the signed proposal to Inspec prior to the commencement of services.
2. The Client shall provide existing drawings to Inspec.
3. The Client shall assist Inspec with roof access and background information.
F. PROJECT SCHEDULE
1. The intent is to issue the project forbids in early 2015, for construction in spring 2015.
G. PAYMENT PROVISIONS
1. Progress payment invoices for Inspec services shall generally be submitted monthly and are
payable upon receipt. Invoices shall be considered past due if not paid within thirty (30) days
of invoice date.
H. DISPUTE RESOLUTION/RISK ALLOCATION
I . All claims, disputes, and controversies arising out of or in relation to the performance,
interpretation, application, or enforcement of this Agreement, including, but not limited to,
breach thereof, shall be referred for mediation under the then current Construction Industry
Mediation Rules of the American Arbitration Association prior to any recourse to arbitration
or litigation.
2. The Client agrees to compensate Inspec for reasonable expenses incurred if Inspec is required
to respond to legal processes which are related to Inspec's services, but that arise out of a
lawsuit or proceeding to which Inspec is not a party.

I. REMARKS
This Agreement represents the entire and integrated agreement between Client and Inspec and
supersedes all prior negotiation, representations or agreements, either written or oral. This
Agreement may be amended only by written instrument signed by both Inspec and Client.
Nothing herein shall be construed to give any rights or benefits to anyone other than Client and
Inspec.
