Kuennen, Administrative Services Manager Date: January 23, 2014 Subject: Packet Material for the January 28, 2014 City Council Work Session Agenda Item: Envision Lakeville Update /Next Steps Envision Lakeville Update - At the September 23, 2013 work session the City Council discussed the next steps in the Envision Lakeville process which included: community outreach, dialogue /input from the advisory boards and commissions, development of a strategic action plan, official council adoption of the Envision Lakeville report and the initiation of an annual review process to measure current progress and priorities for the following year. Community Outreach - staff has presented the Envision Lakeville report to and received input from various community groups including the Downtown Lakeville Business Association, School District 194 School Board, Lakeville Chamber of Commerce, Lakeville Convention and Visitors Bureau, Faith Leaders Group, Rotary Club and Lions Club. Board and Commission Dialoque and Input — staff has presented the Envision Lakeville report to all of the advisory boards and commissions including the Economic Development Commission, Parks, Recreation and Natural Resources Committee, Cable Board, Art Center Board, Planning Commission and Finance Committee. Each of the advisory boards and commissions have submitted comments, recommendations and suggested action steps for consideration during the strategic planning process. In addition to the community outreach and discussions with the advisory boards and commission, staff has also developed an Envision Lakeville webpage that can be accessed through the City's website at www.ci.lakeville.mn.us, that includes the final version of the report, the background data, information, and results from public input and the various videos and presentations that were created throughout the Envision Lakeville process. The webpage will continue to be used as a central location to access data and information as the City Council works towards the development of a strategic plan in 2014. Next Steps — Development of a Strategic Action Plan - the next step in the Envision Lakeville process is to prepare a schedule and process for the development of a strategic action plan. An option to develop the action plan could be a series of work sessions facilitated by a moderator to assist City Council in reviewing the broad initiatives outlined in the Envision Lakeville report and the input received from the advisory boards, commission and community groups. A goal of the strategic action plan would be to provide specific direction to staff regarding new or current initiatives that would uphold or enhance the vision statement and community values outlined in the Envision Lakeville report. The strategic action plan would also be used to help guide budgeting priorities when preparing the 2015 budget. Currently the 2014 budget includes $15,000 to hire a consultant to assist the City Council and staff in facilitating and developing the strategic action plan. Staff recommends hiring a consultant in February and initiating the strategic planning process in March — this would provide enough time to complete the planning process and allow the strategic action plan to be used with the preparation of the 2015 budget and the five year financial plan. Council Adoption of the Vision Plan — after the development of a strategic action plan, it's recommended the Envision Lakeville report be officially adopted in conjunction with the action plan. This will provide a current, adopted version of the Envision Lakeville report including any revisions that may occur during the strategic planning process. Annual Review of Progress - To assure the Envision Lakeville report does not become a stagnant document, it is recommended the Council review and consider progress of the report on an annual basis. It may be advisable to do so in advance of the annual budget process so that necessary resources can be considered for implementation of the desired actions. Staff will be available at the January 28 City Council work session to discuss a strategic planning process and schedule.
