The first design results in the created of two (2) °T" intersections of the existing roadway. The second option is a roundabout at Holyoke /190 with the ability to add a second roundabout in the future at Highview /190th. The police department recommends a roundabout design for the following reasons; #1) The area under construction will be residential in design. Two 90 degree intersections each utilizing a stop sign will create a possibility of off road, straight ahead incidents at these two locations. Due to the current road use, changing Highview southbound to a 90 degree intersection will create a traffic hazard. The same hazard will be created for Holyoke northbound. An example of this issue can be seen at 202 " and the intersection with Cedar Avenue. Vehicles do drive across Cedar Avenue and enter the field on the east side of Cedar Avenue with some regularity. While these crashes often go unreported, this is a result of only a farm field being entered. The residential development around these two 90 degree turns will cause hazards to anyone living nearby. #2) Two 90 degree turns will create demand for service for traffic enforcement in this area. This route will continue to be used -to access the downtown area, All Saints Catholic Church and School, and Heritage Commons. The traffic volumes currently using the road will require 4000 stops per day. Starting a stopping traffic, stop signs, loud acceleration, are all reasons to demand police service. #3) The demand for police services will be long term. Flagstaff Avenue, Griffon Trail and several other areas in the city may have benefited from engineering solutions during construction that would have lowered demand for police services now. Two T- intersections in this area will have a high likelihood of demand for service. #4) Roundabouts constructed to date have performed very well. During low traffic volumes, the roundabout allows traffic to move without stopping. That eliminates traffic violations in the form of rolling stops, failure to stop and similar violations. The reduced intersection speed of a roundabout will reduce the likelihood of crashes resulting in injury or death. We are all aware that this particular section of roadway has been subject to fatality accidents. The long term investment of a roundabout(s) will have return on investment to taxpayers in the form reduced property damage accidents, reduced demand for police services, higher property value and improved quality of life.
