Establishment of a School Road Safety Task Force
Proposed Action
Staff recommends adoption of the following motion: Move to create a School Road Safety
Task Force focused on vehicle and pedestrian safety near schools.
Passage of this motion will result in a task force being formed to review and recommend
vehicle and pedestrian improvement projects aimed at increasing safety for students.
Overview
The City of Lakeville and County of Dakota annually adopt Capital Improvement Plans for the
purpose of planning future road and trail projects along County and City Roads and allocating
funding to accomplish the proposed projects.
A recent accident involving a student from Lakeville North has raised questions regarding the
selection and timing of County and City road projects in Lakeville. In addition, questions have
been raised regarding the safety of pedestrian and bicycle access to schools in Lakeville along
both County and City roads near schools.
It has been proposed that a task force be formed to review issues of pedestrian and vehicular
safety for students traveling to and from schools and to provide recommendations to
improve current conditions.

Primary Issues to Consider
• What is the charge to the Task Force?
-It is proposed that the Task Force accomplish the following tasks:
1. Consider and provide recommendations on identified road and pedestrian projects
based upon determined needs. The recommendations shall be divided into road
projects and pedestrian /bicycle projects due to the nature of funding sources.
2. Review existing City, County and School information on identified issues, processes
and enforcement impacting student safety.
-It is anticipated that the Task Force will rely upon available information and resources
including but not limited to:
• City and County 2014 -18 CIP's
• Collector Roadway Financing Study - 2012
• School District boundaries and bus routes
• Crash data on County and City collector roads
• Other data as determined necessary
• Who should be invited to participate on the Task Force?
Based upon prior City Council discussions it is recommended that there be nine (9) members
selected by invitation, representing the following:
➢ District 192 (1)
➢ District 194
➢ District 196
➢ City of Lakeville
➢ Dakota County
➢ Citizens

In addition to the task force members, it is anticipated that staff resources from the City,
County and District 194 would attend meetings as needed to provide assistance and input.
• What is the proposed timeframe for the Task Force to complete its work?
It is anticipated that Task Force meeting would occur every 3 -4 weeks and conclude its efforts
within six months. The actual time needed to accomplish the charge will be guided by the
task force. Ideally the information provided on projects can be delivered for inclusion in the
coming City and County CIP's.
