Lakeville
Memorandum
City of Lakeville
Planning Department
To: City Council
From: Daryl Morey, Planning Director "Pm
Date: February 21, 2014
Subject: February 24, 2014 City Council Work Session — Residential Boarding
At their February 18, 2014 meeting the City Council approved an amendment to the Zoning
Ordinance that addressed a number of issues. One of the issues included in the amendment,
proposed changes to residential boarding, was removed by the City Council for discussion at
the next work session.
The purpose of the proposed changes to residential boarding is to ensure that the boarding
of rooms occurs as a residential activity, not a commercial activity, in order to ensure
compatibility of this type of use in residential neighborhoods.
The proposed changes to residential boarding include modifications to the definitions of
"boarding house" and "hotel" to clarify the characteristics of each activity, and to change the
allowance of boarding rooms within a single family dwelling from a permitted accessory use
to an administrative permit subject to meeting the following performance standards:
• Limit occupancy to two persons as boarders.
• Establish a minimum 30 day rental period and limit the number of rental agreements
to one every 30 days.
• Require that one off - street parking stall be provided on the property in addition to the
two parking stalls required for single family dwellings.
The Planning Commission held a public hearing at their February 6, 2014 meeting and
unanimously recommended approval of the entire Zoning Ordinance amendment, including
the changes pertaining to residential boarding.
Daniel Licht of TPC and I will be present at the work session to answer questions.
