Passage of this motion will result in the scheduling of a public hearing to consider the creation of a new Tax Increment Financing (TIF) District to facilitate an expansion of the Menasha Packaging Co. facility in Airlake Industrial Park. Overview Menasha Packaging contacted the City in late 2013 to present plans for a 123,000 square foot expansion of their 238,000 square foot manufacturing facility located at 8085 220 Street West. Menasha is experiencing considerable growth and needs to add additional warehouse, manufacturing, and office space at their Lakeville facility. The company has submitted a request for tax increment financing to assist in the $1,365,453 site development costs associated with the project. Menasha Packaging has operated in Airlake since 1970 and currently has 221 employees with an annual payroll of approximately $15.2 million. In addition to retaining the existing 221 jobs in Lakeville, proposed expansion will create an additional 10 -17 jobs. The City Council will be reviewing this project and the request for TIF assistance in greater detail at the March 24th Council Work Session and the EDC will be reviewing it at their March 25th meeting. Staff recommends scheduling the public hearing for April 7, 2014. Primary Issues to Consider • Is this request for Tax Increment Financing assistance consistent with the City's policies?
