2014 Miscellaneous Roadway Repairs and Overlays

Proposed Action
Staff recommends adoption of the following motion: Resolution approving plans and
specifications and setting a bid date for the 2014 Miscellaneous Roadway Repairs and Overlays
project, City Project 14 -01.
Passage of this motion will result in the solicitation and receipt of bids for the 2014
Miscellaneous Roadway Repairs and Overlays project.
Overview
City Project 14 -01 consists of miscellaneous roadway repairs and the mill and overlay of
Kenrick Ave. between 205 St. and 18S' St. The following parks and recreation projects are
also included: 16S'h St. trail reconstruction (ipava Ave. to Kenrick Ave. -- south side); Highview
Ave. trail overlay (175 St. to 16o St. — east side); Dodd Blvd. trail construction (208 St, to
Kenwood Tr.) and the paving of the king Park parking lot.
The estimated construction cost of the 2014 Miscellaneous Roadway Repairs and Overlays
project is $1,018,855; the 2014 Pavement Management Fund provides $1,163,836. The
estimated construction cost of the parks and recreation improvements is $543,006, the Park
Dedication Fund and Trail Improvement Fund provide $511,902. A copy of the plans are on file
and available for review in the Engineering Division,

Staff Analysis of Primary Issues
® What roadway projects are included and why?
Kensington Blvd.
The mill and overlay of Kensington Blvd. between 205 St. and 185 St. was planned
for 2014. Staff recently evaluated the street and identified that the pavement
deteriorated significantly during the severe winter conditions to the point that full -
depth reclamation is the preferred method of rehabilitation to maximize the service life
of the road at the best overall cost. Project scheduling will be evaluated during
development of the 2015 -2019 Capital improvement Plan.
Kenrick Ave.
To improve safety and reduce future maintenance costs, staff is recommending that
the funding designated for the mill and overlay of Kensington Blvd. instead be used to
make shoulder improvements to Kenrick Avenue between 205' St. and :L85 1h St.
Proposed improvements include the addition of 3' wide paved shoulders and 2' -3' wide
aggregate shoulders.
Other
Repairs such as patching, curb and sidewalk replacement and minor storm sewer
repairs are designed to maintain the overall condition and maximize the service life of
the road at the best overall cost.

Pavement Repairs
The miscellaneous roadway repairs, including Kenrick Ave., is financed with property
taxes accounted for in the pavement management fund.
Parks
The park projects are financed from the Park Dedication Fund and Dakota County
Reimbursement. If the actual bids are more than budget, Parks and Recreation staff
will consider various options including reducing the scope of work for the King Park
project or other park projects in order to stay within budget.

® What is the project schedule?
The Minnesota Department of Transportation's (MnDOT) 135 Surface Improvement
project will resume this spring. Therefore, in order to minimize disruption to traffic and
detours, the Kenrick Avenue mill and overlay will be coordinated with MnDOT to
ensure that the two projects don't coincide.
The miscellaneous roadway repairs and the parks and recreation improvements will be
completed this summer.

WHEREAS, the Engineering Division prepared Plans and Specifications for 2014
Miscellaneous Roadway Repairs and Overlays (City Project 14 -01) in accordance with the City "s
Pavement Management Program and the 2014 - 2018 Capital Improvement Plan.
NOW, THEREFORE, LET IT BE RESOLVED by the City Council of the City of
Lakeville, Minnesota:
That the Plans and Specifications for City Project 14 -01 are hereby approved by the City
Council of the City of Lakeville, Minnesota.
BE IT FURTHER RESOLVED, that bids will be advertised as required and opened at
2:00 D.M. on Tuesday, Apfil 1, 2014 . at City Hall, 20195 Holyoke Avenue, Lakeville, Minnesota,
APPROVED AND ADOPTED this 17 day of March, 2014.
