HomeMy WebLinkAboutItem 06.nApril 16, 2014 STONE RIDGE SOUTH FINAL PLAT EXTENSION APRIL 21, 2014 CITY COUNCIL MEETING Item No. Proposed Action Staff recommends adoption of the following motion: Move to approve a 100 day extension for the Stone Ridge South final plat. Adoption of this motion will allow a 100 day extension of time to submit the Stone Ridge South final plat to the Dakota County Recorder, from April 25, 2014 until August 3, 2014. Overview Michael Kampmeyer representing AEG, LLC, developer of the eight single family lot plat known as Stone Ridge South, requests an extension for recording the final plat. The City Council approved the final plat on October 7, 2013 and a 100 day extension for recording the final plat on January 6, 2014. The Subdivision Ordinance requires the final plat be recorded within 100 days of the City Council's approval. Mr. Kampmeyer requests the additional time to allow a sale of the property before recording the final plat mylars. While a second extension of the final plat appears reasonable, Planning Department staff expresses reservation about additional extensions since the development contract requires that the improvements be completed prior to November 30, 2014. The development contract would have to be amended if the final plat is extended a third time. Primary Issues to Consider • What will be the status of the Stone Ridge South final plat if the extension is not granted? The developer would have to record the final plat by August 3, 2014 or the final plat will expire which would require resubmittal of a final plat application, plans and development contract for approval by the City Council. In addition, the cost of the improvements are nearly $45,000 per lot and the lot prices have not come up enough to get a buyer interested in developing the parcel or a bank in financing the city fees and the improvement cost. I would like to renew the extension for another 100 days so we can find another buyer as several have come forward but all back out once they see the costs. Is there anyway to reduce the city fees since DR Horton paid only $12k per lot in fees? It is a travesty to have to pay $20K in fees per lot when you will be receiving significant tax revenue for each home that is built in the subdivision.
