RESOLUTIONS APPROVING MUNCIPAL STATE AID REVISIONS
April 21, 2014 City Council Meeting
Proposed Action
Staff recommends adoption of the following motion: Move to approve resolutions
establishing and revoking Municipal State Aid Streets.
Passage of this motion will allow the State to revise the City's Municipal State Aid
system.
Overview
Municipal State Aid (MSA) rules allow each city with a population of 5,000 or over to
designate 20% of local improved mileage as Municipal State Aid routes. The roads
proposed to be added to the City's MSA system are identified as collector streets in the
City's Transportation Plan. The criteria used to support the requested MSA system
revisions are indicated in the attached letter from the City to MnDOT. The proposed
revisions provide the City with a remaining available mileage of 0.55 miles for future
MSA designation.

• What are MSA funds used for? MSA funds must be used for the construction or
reconstruction of roads on the City's MSA system to established standards.
• Now much MSA funding does the City receive? The City receives an annual
allotment of approximately $2.2 million.

RESOLUTION ESTABLISHING MUNICIPAL STATE AID STREETS
WHEREAS, it appears to the City Council of the City of Lakeville that the roads
hereinafter described should be designated Municipal State Aid Streets under the provisions of
Minnesota Law.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Lakeville that the roads described as follows, to -wit:
• Kenrick Avenue -- 165`x` Street to 162nd Street (CSAR 46)
• 183d Street —1pava Avenue to Dodd Boulevard (CSAR 9)
• Glacier Way — 175`x' Street to 179"' Street
• feeni c Trail/Heritage Drive — Kenwood Trail (CSAR 50) to Holyoke Avenue
• lnterlachen Boulevard — 165"' Street to 160'1' Street (CSAR 46)
• Kensington Boulevard — 210"' Street to 205'1' Street
be, and hereby are, established, located and designated as Municipal State Aid Streets of said
City, subject to the approval of the Commissioner of Transportation of the State of Minnesota.
BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to
forward two certified copies of this resolution to the Commissioner of Transportation for
consideration, and that, upon approval of the designation of said roads or portions thereof, that
same be constructed, improved and maintained as Municipal State Aid Streets of the City of
Lakeville, to be numbered and known as indicated.

hereinafter described should be revoked as Municipal State Aid Streets under the provisions of
Minnesota Law.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Lakeville that the roads described as follows, to -wit:

• Laredo Path — 210t" Street to Lucerne Trail
• Lucerne Trail — Laredo Path to 205`x' Street
be, and hereby are, revoked as Municipal State Aid Streets of said City, subject to the approval
of the Commissioner of Transportation of the State of Minnesota.

MSR System Revisions
Dear Mr. Schoenecker:
The City of Lakeville is currently 3.55 miles under the maximum allowed Municipal State
Aid Street Mileage as certified in Lakeville's 2013 Annual Certification of Mileage. The
City of Lakeville requests to make MSA system revisions to the following streets. The
system revisions include revoking 0.91 miles of existing MSA streets and designating
3.91 miles as new MSA streets. The system revisions will results in a new balance of
0.55 miles left.
The City requests new designation of MSA on the following streets:
1. Kensington Boulevard

The intersection of 210'6 Street and Kensington Boulevard continuing
north along Kensington Boulevard,
Ending Terminus:
The intersection of 205' Street and Kensington Boulevard.
• The north terminus of this segment, 205th Street, is designated as MSAS 10.2
and a major collector in the City of Lakeville's Transportation Plan.
• The south terminus of this segment, 210th Street, is designated as MSAS 120
and a major collector in the City of Lakeville's Transportation Pian.
• This roadway segment is identified as a major collector in the City of
Lakeville's Transportation Plan.
• The existing roadway provides an excellent north -south connection between
two major collectors (205''' Street and 210th Street).
• The roadway segment length is 0.54 Miles.

include the revisions on the Certification of Mileage due in January 2015. If you have any
