North Creek Greenway
Background:
The North Creek Greenway is a 14 --mile route that will travel through the communities of Eagan, Apple
Valley, Lakeville, Farmington and Empire Township in central Dakota County. The greenway will
interconnect important regional destinations including I'banon I -fills Regional Park, the Minnesota
Zoo, downtown Farmington, the Vermillion River and the new regional park in Empire Township as
well as numerous local attractions. In Lakeville, the greenway will run south from the Apple Valley
border through East Community Park and follow the North Creek to the Farmington border. The one
mile segment being proposed for construction is from 1731d St. south to the Farmington border and
will include a bridge across the North Creek. In addition, a trailhead building with parking, permanent
restrooms, drinking water and benches would be constructed in East Community Park.
In 2011, the City of Lakeville and Dakota County jointly submitted a grant application for
Transportation Enhancement (TE) funds through the Transportation Advisory Board (TAB) of the
Metropolitan Council. In September of 2012, the City and County were informed that we were
awarded $899,410 in TE funds for construction. The construction estimate at the time of the grant
submittal was $1,124,267. The TE funds appropriated cover 80% of the construction costs, with the
County funding the remaining 20%, including acquisition. The City is responsible for design and
construction administration costs. The table below outlines the anticipated project funding:

The TE funds have been appropriated to FY 2015, which means that by March 31, 2015, environmental
documents, ROW certificate(s), the engineer estimate and final plans and specifications must be
approved by State Aid for conformance to State Aid Standards. In order to meet the established
timeline, design and engineering work needs to begin as soon as possible.

The TE funds have been appropriated to FY 2015, which means that by March 31, 2015, environmental

approved by State Aid for conformance to State Aid Standards. In order to meet the established
timeline, design and engineering work needs to begin as soon as possible.
Design & Engineering;
The original grant application included a 30 -foot bridge crossing over North Creek as a part of the
proposed project improvements. Upon further review, it was determined that a 30 -foot bridge
crossing would be insufficient. It is expected that the bridge crossing would be between 80-100 feet
for which revised construction cost estimates have been provided.
Typically, bridge crossings over Waters of the State (such as North Creek) require a 3 -foot vertical
clearance to the lowest member of any new bridge such that the waters may remain "navigable" to
canoes, etc. However, due to other physical constraints within the channel, the DNR would consider a
design exception, provided that the City can produce a hydrologic model of the impacts and certify
that there will be no changes to the flood stage elevations of the creek.
Final construction costs cannot be estimated until such time as the engineering and hydrologic model
are completed. However, the City has received two construction cost estimates from WSB &
Associates.
1. Scenario 1: A combination bridge and boardwalk crossing over the North Creek floodway in a
manner that will not impact flood stage elevations within the creek and will likely receive State
Aid and DNR approval without exceptions.
Scenario 2: An 80 -100 -foot bridge section and paved trail within the existing North Creek
floodway that will require significant hydrologic modeling to verify construction of the bridge
and trail will not adversely impact flood stage elevations within the creek in order to obtain
approval from the DNR for such a crossing.
The construction costs associated with Scenario 1 are estimated at $1,590,000. The costs associated
with engineering design, geotechnical services, permitting and construction administration are
estimated at $254,000. This does not include design and construction administration services
associated with the trailhead building.
If the City can model and show no adverse flood stage elevation changes associated with the
construction of a shorter bridge and a portion of the paved trail within the North Creek floodway, the
construction costs associated with Scenario 2 are estimated at $1,260,000. The costs associated with
engineering design, geotechnical services, permitting and construction administration are estimated
at $212,000. This scenario, like the first, does not include design and construction administration
services associated with the trailhead building.
Options:
There are three options for the City Council to consider:
1. Authorize WSB & Associates to perform engineering design work not to exceed $100,000. The
engineering design work is needed to determine what construction scenario would be
approved by State Aid. If favorable bids are received and the City Council decides to move
forward with the project the City would enter into a construction management contract with
WSB & Associates in an amount not to exceed $112,209.
2. If engineering design mandates Scenario 1, engineer estimates or the bid are not favorable the
City Council can choose not to authorize funding for construction of the project. The $899,410
in TE funds would be assigned to another project outside of Lakeville.
3. The City Council can choose not to authorize engineering design. The $899,410 in TE funds
would be assigned to another project outside of Lakeville.
Monica Heil of WSB & Associates and John Mertens of Dakota County will be present at the Work
Session to discuss the North Creek Greenway project and the proposal.
Recommendation:
Staff recommends that the City Council authorize WSB & Associates to perform engineering design
work for the North Creek Greenway Trail in an amount not to exceed $100,000 to determine if
Scenario 2 is feasible and to better estimate the construction costs associated with this project.

Operations and operating costs impacts
When complete, the City of Lakeville and Dakota County will have to execute an
agreement which indicates the cost for the maintenance of the trail will be paid for by
Dakota County as this will be a part of the Dakota County Regional Trail system.

Subject: greenway trail crossing
Following up on our discussion today regarding the greenway trail crossing. If the City and Watershed both feel that the
waterway is not used for navigation, the bridge would not need to be designed to accommodate navigation. At the time
of permitting, we'd still ask for the same information to be provided, including a no rise certificate, and then we'd also
just ask for a short narrative relating to the navigability/use of the waterway at this location, is it portagable if someone
would choose to boat on it, is it simply not used etc... so that it would be documented in the file. It seems like when it
comes time for design, it would be wise to run the model for conditions with and without that existing weir, in case the
weir is removed in the future.
