HomeMy WebLinkAboutItem 06.gLakeville May 27, 2014 Item No. Extension of the On -Sale Liquor License for Babes Sports Bar and Grill Proposed Action Staff recommends adoption of the following motion: Move to approve the extension of the On - Sale Liquor License for Babes Sports Bar and Grill Passage of this motion will result in the ability of Babes Sports Bar and Grill to serve alcoholic beverages in their fenced parking lot on July 10, 11 and 12 and to have live entertainment in the fenced in parking lot of their establishment until midnight on July 11 and 12. Overview Babes Sports Bar and Grill has requested an extension of their on -sale liquor license to cover the sale of alcohol in their fenced in parking lot, as well as live music entertainment, during their annual Pan-O-Prog events. These events have been held for several years without major issues. A site plan and an insurance certificate have been provided with the request. The site plan addresses security issues as well as entrance and exit issues. The establishment will be required to send a letter to the surrounding neighbors advising them of the event. The police department reviewed the request and has no objection to the extension of the liquor license, provided Babes abides by the site plan and attached list of stipulations. Primary Issues to Consider What measures will be taken to assure that persons under the age of 21 will not have access to alcohol? (See attached list of stipulations) What measures will be taken to assure that outdoor activities will cease at midnight? (See attached list of stipulations) Supporting Information • Stipulations, Schedule of Events, Site Plan Charlene Friedges, Ci erk Financial Impact: $ Budgeted: Y/N Source: Related Documents (CIP, ERP, etc.): Notes: Council Report - Page 2 Stipulations ➢ Double fencing will be erected around the site per the submitted site plan ➢ Portable toilets listed and placed per the submitted site plan ➢ Notification, via letter, to surrounding neighbors expected to be impacted by the event advising them of the event and what to expect ➢ Controlled access to the event with Babe's security personnel to identify and wrist band those of legal age to consume alcohol ➢ Events are "21 and over" events after 2130 ➢ All outdoor live music will be done by 23:59 on the 1 lth and 121 ➢ All outside alcohol service will cease at 23:59 on the 10th ➢ All alcohol service will cease at 23:59 on the l lth and 12th ➢ Babe's security will assist the police department in clearing the establishment after 23:59 ➢ The closing time should be prominently displayed throughout, so there is no confusion at the end of the evening when patrons are asked to leave ➢ For the July 11th event, Babes will hire six off duty police officers to supplement their security staff as agreed upon with the police department ➢ For the July 12th event, Babe's will hire six off duty police officers to supplement their security as agreed upon with the police department ➢ The Police Chief, Fire Chief or his designee has the authority to direct the event manager to control the level of noise and/or terminate the event at any time ➢ Tent plan must be submitted to Fire Inspector Brian Carstensen and must comply with fire code requirements May 6, 2014 Mayor Little Council Members City of Lakeville 20195 Holyoke Ave. Lakeville MN 55044 Dear Mayor little and Council Members: Babe's Sports Bar and Grill respectfully requests an extension of our on -sale liquor license to allow the sale of alcoholic beverages and live entertainment in the fenced in parking lot on July 10 -12th, 2014. All profits from food sales (hot dogs and brats) go to Lakeville Sports plus $500 donated by Babe's. • Food and drinks available inside and out until midnight no drinks after midnight outside. 6 security, family fun event no minors after 9:30 pm. Approximately 100 people or less in front lot at any given time for fund- raiser • Indoor dance with band: "Junk FM" 9:30 —1:30 am • no cover charge. Friday, July 11 • Cruise Night 5:00 pm food and beverage outdoors. Outdoor food sales only. Music by "G.B. Leighton" 8:00 pm — 12:00 am Inspection by Fire Marshall. Ice truck delivered, bar stools removed indoors, no glass on site • 6 Police Reservists/ Officers. Saturday, July 12 • All day outdoor food and beverage, outdoor food sales only after 5:00 Pm, no glass on site • Street Dance with "Good For Gary" music 8:00 pm —12:00 am • 6 Police Reservists/Officers Provisions • All minors out by 9:30 pm, those of non -legal consumption age will be wrist -banded for easy identification at 9:30. • 10 full-time security July 12th and 13th radios with headsets will be used for communication • Back parking lot for Babe's and Wells Fargo Employees only. • Building to be cleared of all non -management personnel by 3:30 am.
