ESTABLISHMENT OF AN ABSENTEE BALLOT BOARD
Proposed Action
Staff recommends adoption of the following motion: Approve resolution establishing an
Absentee Ballot Board
Passage of this motion establishes an Absentee Ballot Board to perform the duties prescribed
in Minnesota Statutes 20313.121.
Overview
The City of Lakeville previously established an Absentee Ballot Board in 1994. Since that time,
several changes have been made by the State Legislature with respect to the duties that must
be performed by the Absentee Ballot Board.
The attached resolution reiterates the establishment of an Absentee Ballot Board in the City of
Lakeville. The resolution also delegates the Dakota County Absentee Ballot Board the duty of
duplicating military and overseas absentee ballots when necessary prior to delivery to the
city. This follows a similar model of absentee ballot board delegation currently in use in
Hennepin County. By duplicating them at the County, municipal absentee ballot boards will
be able to count these ballots more efficiently.
Primary Issues to Consider
• Why do the military and overseas ballots need to be duplicated? The majority of
military and overseas ballots are returned on paper that cannot be scanned by the
ballot tabulators. Therefore, the votes cast must be duplicated to an official ballot that
can be scanned with other ballots for that precinct.

Notes: Cost savings to the City, as our election judges will not be required to duplicate
military and overseas ballots, which is a tedious process.

RESOLUTION NO.
RESOLUTION ESTABLISHING AN ABSENTEE BALLOT BOARD
WHEREAS, pursuant to Minnesota Statutes 203B.05, Dakota County has designated the
City of Lakeville to administer absentee ballots on behalf of the County; and
WHEREAS, Minnesota Statutes 203B.121 requires the governing body of each
municipality with responsibility to accept and reject absentee ballots to establish an absentee
ballot board; and
WHEREAS, accepted military and overseas (UOCAVA) absentee ballots that are not able
to be scanned by the ballot tabulator must be duplicated; and
WHEREAS, the Dakota County Absentee Ballot Board may duplicate accepted
UOCAVA absentee ballots prior to delivery to the municipality if it is delegated to do so by the
municipality.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakeville,
Minnesota, that an Absentee Ballot Board is hereby established to perform the duties prescribed
in Minnesota Statutes 203B.121; and
BE IT FURTHER RESOLVED that the Dakota County Absentee Ballot Board is
delegated the duty of duplicating military and overseas absentee ballots when necessary prior to
delivery to the city.
