Salaries for Seasonal and Temporary Employees
Proposed Action
Staff recommends adoption of the following motion: Move to approve the Resolution
amending Seasonal and Temporary Employee Salaries.
Passage of this motion will increase wages for three classifications.
Overview
The Parks & Recreation Department has requested wage increases for the Pottery Studio
Attendant and Course Instructors at the Arts Center. These increases were recommended to
take effect on January 1, 2014 and accounted for within the budget; however, the resolution
was not amended.
The Minnesota minimum wage increase to $8.00 per hour becomes law on August 1, 2014.
To comply with the law, we propose increasing the entry level wage for Warming House
Attendants from $7.25 to $8.00. Further impacts of the Minnesota Minimum Wage increase
will be addressed prior to August 1, 2015 when the wage is increased to $9.00 per hour.
Staff is recommending that the Arts Center wage changes be increased effective January 1,
2014 as requested in the budget process. The Warming House Attendant increases are
recommended as of August 1 to comply with law. The Personnel Committee has reviewed
the information and is recommending approval of the increases.

How will the proposed changes impact the current budget?
Pottery Studio Attendant
Research of neighboring cities indicates an average range of $12 - $16 per hour for positions
similar to the Pottery Studio Attendant. We are therefore recommending additional steps be
added to increase the range to up to $14 per hour to meet the median.
Course Instructors
The increase from $3.30 to $3.50 is more in line with other centers and will be the first
increase for course instructors since opening the Arts Center. Fees have already been
increased to accommodate the increase.
Because both of these classifications were addressed in the budget and fees have already
been adjusted, there will be no impact to the 2014 budget.
Warming House Attendants
An average labor cost is submitted by the Department during the budget process. Staff
states that because of turnover, they will continue to stay within budget even with this
increase.
