TEMPORARY ON -SALE LIQUOR LICENSE FOR
LAKEVILLE VFW POST 210
Proposed Action
Staff recommends adoption of the following motion: Move to approve the issuance of a
temporary on -sale liquor license to Lakeville VFW Post 210.
Passage of this motion will result in the ability of Lakeville VFW to sell alcohol to the general
public on July 11 and 12, 2014.
Overview
The Lakeville VFW is a private, fraternal club and holds a special club license. The special club
license allows the VFW to sell alcohol only to its members and bona fide guests. The VFW has
requested a temporary on -sale liquor license to allow the sale of alcohol to the general public
during scheduled Pan-O-Prog events, which will be held in the back yard and parking lot.
The VFW will have a controlled access fence on the property, and VFW personnel will staff the
entrance and conduct age verification and wrist banding for those participants wishing to
consume alcohol.
The Police Department has reviewed the application and recommends approval subject to the
attached stipulations. A site plan and certificate of liquor liability insurance have been provided.

Stipulations:
1. Fencing will be erected around the site per the submitted site plan meeting emergency
exit requirements.
2. Provide sanitation facilities commensurate with expected attendance.
3. Notification, via letter, to surrounding neighbors expected to be impacted by the event
advising them of what to expect, by July 1, 2014.
4. Controlled access to the event with VFW personnel to identify and wrist band those of
legal age to consume.
5. Events are "21 and Over" after 1900 hours, underage sweep and clearing done by VFW
personnel.
6. All live or recorded music must be done by 2300 hours on July 11 and July 12.
7. All alcohol service will cease at 2359 hours on July 11 and 12.
VFW staff will assist the Lakeville Police Department in clearing the establishment after
2359 hours on July 11, and 12.
9. The closing time should be prominently displayed throughout so there is no confusion at
the end of the evening when patrons are asked to leave.
10. The VFW will hire off-duty police officers to supplement their security staff as directed by
the Police Department (for 2014 four officers on both July 11 and July 12).
11. The Police Chief or Fire Chief, or designee, has the ability to direct the event manager to
control the level of noise and/or terminate the event at any time.
12. Submit tent plan to Fire Inspector and comply with fire code requirements.

Dear City of Lakeville Administration,
As VFW Post 210 prepares for the 2014 Panoprog event we would like to share our proposed event
schedule and plans so that we can gain approval from the city for our program.
We will continue to hold the Saturday Steak Fry which will be held on July 5th at 5pm at the VFW. We
would also be honored to continue to present the colors for the 4th of July Fireworks kickoff along with the
American Legion.
The changes we are proposing would be for the July 11th and 12th. To ensure security for the events we
intend to extend the height of the chain link fence to 6 feet as we have always done in the past as well as
fence in the entire parking lot area with a 6 foot fence as was done last year. The back yard area will have a
tent but the parking lot would only have a tent where the stage will be located. (see attached drawing) We
have already discussed with the Lakeville police department and understand the rules and we will be hiring
additional security personnel in addition to the police force.

No Event this night and business as usual
Friday July 11th
The theme for the Friday event will be Military appreciation day. We will be encouraging people to wear
military themed clothing supporting their favorite branch of the service. We would like to have band outside
from 8-1 1pm. (Neptune Cocktail) After discussing with Char Friedges we understand that this would
require us to notify our neighbors and we are more than happy to do this as we already know most of them.
We would not begin until cruise night is over.
Saturday July 11th
The theme will be "The party is Over". We will again hold the Tug of War contest during the day. We are
planning to have a band outside from Spm to l 1pm.
