Mayor Johnson called the meeting to order at 7:00 p.m. The .pledge of allegiance to the flag was given. Roll call was taken. Present: Council Members Bellows, Mulvihill, Rieb, Luick and Mayor Johnson. Also present: R. Knutson, City Attorney; B. Erickson, City Administrator; K. Nelson, City Engineer; A. Grossing, Community & Economic. Development Director; S. Michaud, Parks & Recreation Director; D. Feller, Finance Director; D. Martens, Chief of Police; D. Volk, Director of Operations Maintenance; J. Hennen, Assistant to City Administrator; C. Friedges, City Clerk. • Mayor Johnson encouraged Lakeville residents to conserve. water during this hot, dry weather. In order to insure that residents and business owners have adequate water for fire protection and domestic use, water customers are asked to cut back on less essential water use, primarily Fawn and garden watering. Although .many communities have issued watering bans, the City of Lakeville believes in using common sense during this peak demand time to conserve its valuable water resources. MINUTES • The minutes of the July 2, 2001 City Council meeting were approved as presented. STAFF ANNOUNCEMENTS ATTORNEY: None ENGINEER: None CITY OF LAKEVILLE COUNCIL MEETING JULY 16, 2001 PAGE 2 • ADMINISTRATOR: City Administrator Bob Erickson asked the Council to consider a resolution amending the 2001 Building Fund Budget. .Council Members reviewed this item at a work session prior to the regular Council meeting and added the resolution to the consent agenda (item 7k). FIRE CHIEF: Chief Barth presented the Lakeville Fire Department second quarter report. PARKS & RECREATION DIRECTOR: Mr. Michaud presented the June Parks & Recreation Department monthly report. CHIEF OF POLICE: Chief Martens presented the June Police Department monthly report. PRESENTATIONS/INTRODUCTIONS Chief Martens introduced K-9 Officer Beth Eilers. Officer Eilers .explained that two Lakeville High School students, with the • help of their instructor and materials generously donated by UBC, built agility equipment for her. K-9 partner, Kufkey. Officer Eilers introduced the two students, Rob Lee and Josh Martensen, and their instructor Greg Gunderson. Mr. Erickson stated the agility equipment that the students built is valued at $3,000: Mayor Johnson. presented a check in the amount of $500 to Panther Enterprises for. the equipment. .Chief Barth introduced rookie firefighters who recently completed their two--year probationary period. They are: Scott Bakos, Brian K uck, Gil Logan., Buck McClure, Todd McNamara, Bill Mound, Kevin Piekarski and Bryce Wanek. Finance Director Dennis Feller introduced Chris Miller, representing the Minnesota Government Finance Officers Association. Mr, Miller presented to the City of Lakeville its 12tH consecutive Certificate of Achievement for Excellence in Financial Reporting. Mr. Miller also presented an Award of Financial Achievement to .Senior Accountants David Lang and Brian Kempa. He explained that these awards are presented to individuals designated as instrumental in their governmental CITY OF LAKEVILLE COUNCIL MEETING JULY 16, 2001 PAGE 3 unit achieving a Certificate of Achievement for Excellence in Financial Reporting. CITIZENS' COMMENTS None CONSENT AGENDA Council Members added .item 7k to the consent agenda. 01.87 Motion was made. by Bellows, seconded. by Mulvihill to approve the consent agenda items as follows: a. Claims for payment. b. June Investment Report. c. Receive minutes of the June 7 and June 21 Lakeville Area Arts Center Board meetings. • d. Resolution No. 01-106 accepting donation from Lakeville VFW Post 210. to the DARE Program . e. Resolution No. 01-107 accepting donation from the Ladies Auxiliary to VFW Post 210 to the DARE :Program. f. Outdoor entertainment permit for Downtown Lakeville Business Association to host live entertainment at Pioneer Plaza on .July 25, August 29, September 26 and October 10, 2001. g. Special. home occupation permit extension to allow the continued operation of a photography studio at 9965-208tH Street West until August 7, 2004. h. Resolution. No. 01-108 accepting donation from Run-N-Fun to the Parks & Recreation Department. i. Belzer, Improvement Project 97-9. k. Resolution No. 01-109 amending the 2001 Building Fund Budget. Roll call was taken on the motion. Ayes, Bellows, Johnson, Mulvihill, Rieb, Luick. ITEM 8 Brenda Visnovec, Director of Liquor Operations, presented a revised keg registration policy. She explained that during the 2000/01 Legislative Session., a bill proposing requirements on keg registration and .identification was passed by the House but failed in the Senate. Through the mutual efforts of the Minnesota Municipal Beverage Association, the Minnesota Licensed Beverage Association and the Minnesota Join Together Coalition to Reduce Under Age Drinking, this bill should pass easily during the next legislative session. The proposal before the Council would strengthen the City's current keg registration policy, placing the Lakeville Liquors Keg. Registration Policy in full compliance with the proposed legislation. Ms. Visnovec introduced Jeff Nachbar, Project Director for Minnesota Join Together Coalition to Reduce Underage Drinking. He explained that the focus of their group is to make it harder for young people to get their hands on alcohol. He stated they worked legislatively on State policies, such as the keg registration-bill, compliance checks on alcohol license holders, and also worked on the fight against the proposal to allow the sale of wine in grocery stores. He also pointed out two recent changes in State. law that will help discourage adults from. providing alcohol to minors.. He thanked the City of Lakeville and Lakeville Police Department for their leadership in these efforts. Ms. Visnovec also introduced Jenny Holden, a Youth in Action Leader from Lakeville. Ms. Holden stated she feels the • registration of kegs will be helpful in discouraging parents from.. CITY OF LAKEVILLE COUNCIL MEETING JULY 16, 2001 PAGE S purchasing kegs and providing alcohol to teenagers. She thanked the City Council for- considering this new keg registration policy. 01:88 Motion was made by .Luick, seconded by Mulvihill to approve Resolution No. 01-110 amending the Lakeville Liquors Keg .Registration Policy. Roll call was taken on the motion. Ayes, Johnson, Mulvihill, Rieb, Luick, Bellows. ITEM 9 Council Members discussed Planning Commission appointments at their work session earlier this evening. 01.89 Motion was made by Rieb, seconded by Mulvihill to appoint Gerald Grenz to a vacancy on the Planning Commission for the remainder of a term that will expire on 12/31/02. Roll call was taken on the motion. Ayes, Mulvihill, Rieb, Luick, Bellows, Johnson. 01..90 Motion was made by Bellows, seconded by Mulvihill to appoint Lowell Miller Stolte to a vacancy on the Planning Commission for the remainder of a term that will expire on 12/31/01. Roll call was taken on the motion. Ayes, Rieb, Luick, Bellows, Johnson, Mulvihill. 01.91 Motion was made by Mulvihill, seconded by Rieb to appoint Jeff Larson as the alternate to .the Planning Commission for the remainder of a term that will expire on 12/31/01.
