Brenda Visnovec, Director of Liquor Operations, presented a
revised keg registration policy. She explained that during the
2000/01 Legislative Session., a bill proposing requirements on
keg registration and .identification was passed by the House but
failed in the Senate. Through the mutual efforts of the
Minnesota Municipal Beverage Association, the Minnesota
Licensed Beverage Association and the Minnesota Join Together
Coalition to Reduce Under Age Drinking, this bill should pass
easily during the next legislative session. The proposal before
the Council would strengthen the City's current keg registration
policy, placing the Lakeville Liquors Keg. Registration Policy in
full compliance with the proposed legislation.
Ms. Visnovec introduced Jeff Nachbar, Project Director for
Minnesota Join Together Coalition to Reduce Underage
Drinking. He explained that the focus of their group is to make
it harder for young people to get their hands on alcohol. He
stated they worked legislatively on State policies, such as the
keg registration-bill, compliance checks on alcohol license
holders, and also worked on the fight against the proposal to
allow the sale of wine in grocery stores. He also pointed out
two recent changes in State. law that will help discourage adults
from. providing alcohol to minors.. He thanked the City of
Lakeville and Lakeville Police Department for their leadership in
these efforts.
Ms. Visnovec also introduced Jenny Holden, a Youth in Action
Leader from Lakeville. Ms. Holden stated she feels the
