Kenwood Trail County Road Economic Development and Engineering Study
The Kenwood Trail expansion between 185th Street and Dodd Boulevard is programmed
for construction in 2017 in the approved 2014-2018 Capital Improvement Plan (CIP) to
provide for future traffic volumes, improve roadway/intersection operations and
improve safety. Design and right-of-way acquisition is required.
The segment of the corridor between Ipava Avenue and Dodd Boulevard (CSAH 9)
borders existing railroad right-of-way to the southwest and existing businesses to the
northeast. The County and City propose to conduct a study of the corridor at this
location to identify and evaluate; (1) transportation needs, (2) potential impacts to
businesses, including driveway access, (3) issues/needs of the businesses, and (4) public
financing strategies. Proposed funding for the City's 45% share of the project cost will
be provided by Municipal State Aid (MSA) funds.
Attached is a proposal from HKGi for master planning, engineering and public finance
strategies. Bryan Harjes (HKGi) will provide a brief presentation outlining the project,
including stakeholder engagement, scheduling and estimated cost.
City Council Action Requested
Does the City Council support the HKGi proposal for professional services and wish to
proceed with the project? If the City Council chooses to proceed with the project, City
staff will bring this item forward to a future City Council meeting.

(CSAH 50) from Ipava Avenue to Dodd Boulevard.
Dear Zach -
On behalf of the Hoisington Koegler Group Inc. (HKGi) Team, I am pleased to submit this letter proposal
to prepare an Economic Development Study and Preliminary Engineering along Kenwood Trail (CSAH 50)
from Ipava Avenue to Dodd Boulevard. The team we have assembled brings a wealth of knowledge and
expertise in the areas of land use, redevelopment, engineering, strategic planning, and public finance.
To support the planning efforts, we have included the engineering services of SRF Consulting who have a
strong working relationship with Dakota County, and the public finance expertise of Springsted who
currently serves as the City of Lakeville's public finance consultant. We have teamed together on
numerous master planning and corridor studies throughout the Twin Cities including recent projects in
North St. Paul and Penn Avenue in North Minneapolis.
The City of Lakeville should be commended on taking a proactive approach in planning for the long-term
use of this portion of the CSAH 50 corridor. We agree that directly engaging the existing businesses
(those who will be most impacted by the planned roadway improvements) throughout the entire
planning process will lead to a successful strategy for the future land use designation and
redevelopment approach, as well as the appropriate roadway design for this unique segment of CSAH
50. To accomplish this we've outlined an approach for individual listening sessions with these key
stakeholders at three specific times throughout the process.
Our team's extensive experience in stakeholder and community involvement, creative approach to
redevelopment, master planning, roadway design and engineering, and deep knowledge public finance
strategies will lead to the creation of a redevelopment strategy and supported roadway design that is
realistic, marketable, and combines the interests of all stakeholders.
To complete this effort the HKGi Team offers the following work plan:
Task 1- UNDERSTAND WHAT EXISTS
The HKGi team will begin its process with a kick-off meeting with City staff to confirm the project goals
and outcomes, solidify the project schedule, collect background data, and establish lines of

communication. It is also recommended that a portion of the kick-off meeting include representatives of
Dakota County, to discuss any additional issues that may affect the corridor.
The HKGi team will then collect all of the necessary background data and materials to create base maps
to help us better understand the characteristics of the corridor. This analysis will include a variety of
land use, economic development, and transportation factors, including existing land use, zoning, natural
resources, property ownership, and key aspects of the planned transportation network condition such
as the location of the % access between Ipava Avenue and Icenic Trail that will help drive the concept
alternatives. It also will include a review of relevant background documents, such as the City's
Comprehensive Plan and Capital Improvement Plan (CIP), and the County Road 50 Corridor Study
developed by Dakota County. A windshield survey of the study area will be conducted to gather photos,
confirm the results of the GIS and mapping analysis as needed, and determine if additional areas should
be included in the study and to what level.
As one of the key steps of Task 1, the HKGi Team will conduct individual listening sessions with each of
the five commercial property owners (White Funeral Homes, McDonald Eye Care, Lakeville Dental,
Lakeville Family Practice, and the Day Care / Farm Show Magazine site) as well as a joint meeting with
the School District and Lakeville Hockey Association to discuss plans for their sites if necessary. These
individual listening sessions will allow the stakeholders the opportunity to voice concerns, ask questions,
and provide the necessary input for exploration in the concept alternatives. Our team will ask questions
ranging from current issues with the site, plans for future expansion, and long term goals for each of the
property owners. We are anticipating approximately one hour for each meeting, and to the extent
possible, trying to conduct the meetings sequentially on a single day, if schedules permit. We assume
City staff will coordinate the scheduling of these meetings.
Following the initial listening sessions, our team will meet with City staff to review the summary of
comments and formulate the approach for the three concept alternatives based on input received from
the listening sessions and direction from City and County staff.

TASK 2 - EXPLORE THE POSSIBILITIES
Task 2 will focus on the exploration and refinement of the land use and site redevelopment concepts
and the corresponding roadway design alternatives for the County Road 50 corridor between Ipava
Avenue and Dodd Boulevard. Having the basic understanding of three concept alternatives established
in Task 1, our team will develop up to three preliminary concepts for land use, site design, roadway
design and stormwater treatment. Roadway designs along CSAH 50 will be based on current MnDOT
State Aid Standards and utilize Dakota County Access Management Guidelines. Stormwater treatment
will include identification of the local watershed districts rules and regulations, calculations of additional
impervious surfacing per alternative, and preliminary pond/BMP sizing and location identification. Land
use and site design concepts will show building footprints (potential expansion or modification), site
circulation, parking, and general locations for landscaping and signage.
We will utilize a charrette, or workshop approach to edit, critique, and refine the concept alternatives
with City and Dakota County staff prior to sharing with key stakeholders. We have found that the
intensive, collaborative, charrette process (targeted as a half -day -long) provides the most cost-effective
and efficient means of reviewing and refining the complexities of each scenario. While the concepts will
ultimately be shaped by the key stakeholders and Dakota County, we envision the following elements to
be explored to some degree within the alternatives:
• A mix of professional office and high density housing.
• Reuse and reconfiguration of buildings and parking.
• Either a public street or a private/shared driveway with a sidewalk/trail approximately 285' in
length, parallel to existing Kenwood Trail northerly right-of-way line, running along the southern
boundary of the existing townhomes behind the commercial properties.
• Access to connect to Icenic Trail through PID No. 22-81950-02-010 (Lakeville Family Practice).
• Restricted access (3/4) from Kenwood Trail near shared property line of 20087 and 20088

• Trail southwest of and adjacent to and parallel to existing CP Railroad southerly right-of-way
line.
a Narrower lane widths, medians and boulevards to reduce overall county road right-of-way.
• Potential combined redevelopment (a joint condominium building) on larger acreage site near
access point as new space for existing commercial businesses.
• Potential redevelopment finance tools available.
Once the concept alternatives have been vetted with staff, our team (with City Staff) will conduct our
second round of Listening Sessions to walk through the concept alternatives with stakeholders. We will
also conduct a neighborhood meeting after the individual listening sessions to gain additional input from
adjacent land and business owners directly affected by the roadway design and potential land use
changes. Our Team will summarize the feedback from the Listening Sessions and Neighborhood
Meeting and review with City and Dakota County staff to finalize the preferred concept alternative. We
will provide the materials for City staff to update the Planning Commission and City Council on the
status of the planning effort.

Task 3 — PREPARE THE PREFERRED PLAN & SEEK APPROVALS
Task 3 will be focused on developing the preferred concept plan and identifying and evaluating potential
implementation strategies that will enable the plan to become a reality. Public finance expertise,
provided by Springsted, will be instrumental in identifying what public investments are needed and what
tools are available to finance those investments. They will also develop a Redevelopment Tool Kit, or a

summary of any other potential funding sources or mechanisms available to aid in financing the
redevelopment plan. After review of the preferred concept and redevelopment tool kit by City Staff, the
HKGi team will then present the preferred draft plan to the key stakeholders at the final round of Listen
Sessions. A second neighborhood meeting to present the preferred concept pan will be held to gather
additional input. Based in the input received, a final preferred concept plan and supporting
memorandum incorporating stakeholder revisions will be prepared for adoption by City Council.

PERSONNEL:
Bryan Harjes of HKGi will be the project manager and coordinate preparation of the land use and site
development planning and lead the stakeholder engagement effort. Jen Cater with HKGi will provide
stakeholder engagement and master planning support, and Sarah Ash of HKGi will be the assistant
designer/landscape architect.
Brian Johnson of SRF will provide engineering expertise and coordination with City Engineering and
Dakota County Transportation and assist in stakeholder engagement. Bob Leba will assist in design of
stormwater management areas. Mikaela Huot with Sringsted will provide public finance strategies and
formulate the redevelopment tool kit.
ESTIMATE OF FEES:
The HGKi Team will complete the above process and provide the deliverables for a not -to -exceed
consultant services fee of $68,850 including direct expenses (travel and printing). This includes a sub -
consultant fee of $28,100 for SRF Consulting and $7,500 for Springsted. Fees allocated by task are as
follows:
