Proposed Action
Staff recommends adoption of the following motion: Move to grant an on -sale and SundaX
liquor license and an off -sale 3.2% malt liquor license to 210 Bar & Grill LLP d/b/a 210 Bar &
Grill, 8275 - 210th Street W.
Overview
In accordance with Title 3-1-6-2 of the Lakeville City Code, the City Council will conduct a
public hearing on the application of 210 Bar & Grill LLP for an on -sale and Sunday liquor license
and an off -sale 3.2% malt liquor license at 8275 - 210th Street W.
The Police Department reviewed the application of 210 Bar & Grill LLP. The applicants, Pamela
Carlson and Shelly Hedrick, plan to open the restaurant located at 8275 -210th Street West, most
recently operated as El Lorito Mexican Restaurant. Ms. Carlson and/or Ms. Hedrick will be
present at Monday night's Council meeting.
Primary Issues to Consider
• Does the applicant, 210 Bar & Grill LLP, meet the requirements for an on -sale and
Sunday liquor license and an off -sale 3.2% malt liquor license?
The applicant meets all State and City requirements for the licenses requested.

Background Investigation Process
All parties listed on the liquor license application as either an officer or a manager of the
business are required to complete a part II application, which includes personal information and
character references.
Several automated databases are used to do the criminal background checks on these individuals.
These databases include:
• Computerized Criminal History which shows all criminal contacts.
• CrimNet which shows any court related actions and whether the individual has been
detained in any correctional facility in Minnesota.
• Department of Vehicle Services which gives driver's license status and potential arrest
warrant information.
• Lakeville Police Department In -House Records which shows any local contacts.
• Experian Credit Reporting Database
• Personal References are contacted and questioned reference the length of time they have
known the applicant, as well as how they are acquainted. A generalization of the
applicant's character, drinking habits and financial dealings, as well as any knowledge of
criminal history with the applicant.

Summary of Findings to Date
Pam Carlson has applied for an on -sale liquor license and an off -sale 3.2% malt liquor license for
the business she is opening, the 210 Bar and Grill. In her application material, she lists Shelly
Hedrick as the financially interested party with both Pam Carlson and Shelly Hedrick listed as
having a 50% stake in the business.
Background checks were done on party's reference law enforcement contacts, warrants, and
criminal history. The following was discovered:
Pam Carlson: No criminal history
Shelly Hedrick has a driving history that involves the following crimes:
Misdemeanor Driving Under the Influence of Alcohol in 1993
Gross misdemeanor Aggravated Violations Driving Under the Influence of Alcohol in
1994
An arrest in 1995 for Driving After Cancellation Inimical to Public Safety and Intent to
Escape Tax
Pam Carlson and Shelly Hedrick were interviewed at the Lakeville Police Department. Pam
Carlson indicated that she does not have any history in alcohol operations but she does have
family members who do. Her ex-husband, Ed Carlson, who still resides with her, used to own a
bar in Mayer, MN, and her sons Eddie and Grant have worked with businesses involved in
alcohol sales. Shelly Hedrick indicated that she has worked for several years in the alcohol
industry as a bar tender. I asked her why they were applying for an off -sale 3.2% malt liquor
license in addition to the on -sale license, and Pam Carlson advised that her ex-husband had both
when he had his bar in Mayer, MN and that it worked well for them.
It was asked who the officers of the company are, and Pam Carlson advised that the officers of
the company have not yet been established. She said that they were still working that out. I
asked her what, if any role, her family members would have with the business, and she said that
her sons would be employees and her ex-husband, Ed Carlson, would be in complete control of
the kitchen operations as an employee.
Financing:
When asked where the primary source of income was coming from for their new business
venture, it was stated that they are drawing from their retirements.
Conclusions:
The background investigation is complete.
The Lakeville Police Department has no reservations as to the approval of this liquor, Sunday
liquor, and 3.2% malt liquor off sale application.
