RESOLUTION SUPPORTING DAKOTA COUNTY DESIGNATION OF COUNTY STATE
AID HIGHWAY (CSAH) 5, CSAH 23, CSAH 31, CSAH 46, CSAH 50 AND CSAH 70 AS
10 -TON COUNTY HIGHWAYS
Proposed Action
Staff recommends adoption of the following motion: Move to approve a resolution
supporting Dakota County designation of CSAH 5, CSAH 23, CSAH 31, CSAH 46, CSAH 50, and
CSAH 70 as 10 -ton county highways.
Passage of this motion supports the Dakota County 2030 Transportation Plan to provide
access routes for industrial land uses to State highways or other 10 -ton routes.
Overview
Highways rated at 10 -tons are capable of carrying axle weights of 20,000 pounds per axle year
round. This means fewer trips required to carry the same amount of goods, as well as safety
and environmental benefits resulting from fewer trucks and trips over the road. It reduces the
need for special permits and exemptions for local and state agencies. It promotes economic
development by offering business owners more options for locating businesses that are
dependent on trucks for delivering goods.
The proposed county highways were identified due to their ability to provide primary access
for concentrations of industrial and commercial land uses to state highways or other 10 -ton
routes. The routes were assessed in 2013 to include strength testing and review of cross
sectional elements and safety and determined to be eligible for a 10 -ton rating.
County policy states that 10 -ton routes will be implemented consistent with Minnesota State
Statutes and with the support of the City through a resolution. Staff has reviewed the
proposed routes and supports adoption of this resolution.
Primary Issues to Consider
Is it important to designate 10 -ton routes? Yes, the aggregate effect is to better manage
the transportation system by enabling the reduction of heavy trucks and trips across the
routes and reducing potential damage to the roadways.

WHEREAS, Minnesota Statute 163.02 Subd. 3, allows local governments to
designate any street or highway under their jurisdiction as a 10 -ton route, and
WHEREAS, Dakota County adopted the Dakota County 2030 Transportation
Plan in June 2012, and
WHEREAS, the plan identifies CSAH 5 from CSAH 46 to the City boundary,
CSAH 23 from CSAH 46 to CSAH 70, CSAH 31 from the City boundary to CSAH 46,
CSAH 46 from CSAH 5 to CSAH 23, CSAH 50 from CSAH 23 to the City boundary, and
CSAH 70 from I-35 to CSAH 23 as proposed 10 -ton County highways.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lakeville,
Minnesota:
That the City of Lakeville supports Dakota County designation of CSAH 5 from CSAH 46
to the City boundary, CSAH 23 from CSAH 46 to CSAH 70, CSAH 31 from the City
boundary to CSAH 46, CSAH 46 from CSAH 5 to CSAH 23, CSAH 50 from CSAH 23 to
the City boundary, and CSAH 70 from I-35 to CSAH 23 as 10 -ton County highways.

RE: Designation of County State Aid Highway (CSAH) 5, CSAH 23, CSAH 31, CSAH 46,
CSAH 50 and CSAH 70 as 10 -ton Routes
Dear Chris:
In 2012, the Dakota County Board of Commissioners adopted the Dakota County 2030
Transportation Plan (Plan). The Plan includes a strategy to develop and implement a
system of 10 -ton County highways to provide primary access routes for industrial land
uses to State highways or other 10 -ton routes. The enclosed map depicts the 10 -ton
system proposed in the Plan.
The strategy of developing a 10 -ton system of County routes is intended to benefit the
County in a number of ways:
• It provides a system capable of handling repeated use by heavy loads on
appropriately -designated and managed routes, thereby reducing the damage
done due to overweight trucks and reducing trips on local routes;
• It results in fewer trips required to carry the same amount of goods;
• It places trucks on appropriately designed routes that provide efficient
connections;
• It results in safety benefits with fewer trucks and truck trips on the road;
• It provides environmental benefits with fewer trucks and truck trips consuming
less fuel and resulting in less emissions;
• It reduces the need for special permits and exemptions from state and local
agencies; and
• It will help to promote economic development (both commercial and industrial)
in the County by giving business owners more options for locating new businesses
that are dependent on trucks to deliver goods.
10 -ton highways are capable of carrying axle weights of 20,000 pounds per axle year-
round. All of the highways in Dakota County managed by the Minnesota Department of
Transportation are currently designated as 10 -ton highways. Minnesota Statute §169.87
designates all county highways as 10 -ton highways as well, unless posted otherwise.
Currently, all Dakota County highways are posted at 9 -tons, and specific routes may be
further reduced during spring load restrictions, depending on their strength. Dakota
County could therefore designate 10 -ton routes by simply removing the 9 -ton load
postings along the route.
Designation of CSAH S, CSAH 23, CSAH 31, CSAH 46, CSAH SO and CSAH 70
The proposed routes on the map were identified due to their ability to provide primary access for
concentrations of industrial and commercial land uses to state highways or other 10 -ton routes. In 2013,
we completed an assessment of these routes for their ability to handle 10 -ton loads. This assessment
included strength testing and a review of cross-sectional elements and safety. Through this evaluation,
County staff determined that CSAH 5, CSAH 23, CSAH 31, CSAH 46, CSAH 50 and CSAH 70 could be officially
designated as 10 -Ton routes. All of these routes are at least in part located within the City of Lakeville.
City Support
We are requesting the City of Lakeville's support of the County's designation of CSAH 5, CSAH 23, CSAH 31,
CSAH 46, CSAH 50 and CSAH 70 as 10 -ton routes. County policy M.4 states that 10 -ton routes will be
implemented consistent with Minnesota State Statutes, with the support of the city through a council
resolution. This is part of the policy because we want to make sure the cities understand the benefits of 10 -
ton system designation, and we understand any issues the cities may have with designating certain routes.
Enclosed is a sample resolution for your consideration. The County Board will consider adoption of CSAH 5,
CSAH 23, CSAH 31, CSAH 46, CSAH 50 and CSAH 70 as 10 -ton routes following receipt of the City's
resolution of support, along with resolutions from any other cities that these routes are located within.
