HomeMy WebLinkAbout06-18-14CITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE MEETING MINUTES June 18, 2014 Chair Kelly called the meeting to order at 6:03 p.m. in Council Chambers at City Hall. Members Present: Lori Bovitz, Judy Hayes, Scott Kelly, Howard Lovelace, Jeanne Peterson Members Absent: Tom Goodwin and Bob Swan Staff Present: Parks & Recreation Director Brett Altergott, Environmental Resources Manager Mac Cafferty, Environmental Resources Specialist Ann Messerschmidt, Recording Secretary Tamara Wallace 2. Approval of May 21, 2014 minutes Minutes were approved as presented. 3. Citizen comments There were no citizens present. 4. Staff report The major construction of the Kenrick Avenue Trail is complete, only minor, punch list items remain. At the next Council work session held on Monday, June 23, the purchase agreement with George Warweg for the expansion of Antlers Park, will be reviewed. Lake Marion elevation levels are currently not at a “no wake” level, though close. Staff is very busy as summer programs have kicked off this month. City Administrator Steve Mielke is leaving the City effective July 20, 2014, and has accepted a position with Dakota County as Director of Physical Development. An interim Administrator will be appointed while a national search is conducted to find a new City Administrator. 5. SWPPP and Wellhead Protection Plan public meeting Ann Messerschmidt, Environmental Resources Specialist, gave a presentation regarding the Storm Water Pollution Prevention Plan (SWPPP) and the Wellhead Protection Program. City staff is working with W .S.B. on a new 10-year plan that will be implemented this year. Messerschmidt highlighted projects the department has been involved with the past year. Steve McComas from Blue Water Science works with City staff to protect and enhance the water quality in Lakeville. He gave a report on the status of each lake. Ice Skating Rinks Staff and Committee reviewed the ice rink attendance and school district demographic numbers from all the districts, specifically District 196, to aid in creating a strategy for which rinks would re-open or close, and the cost to do so. Peterson brought up the need to revisit this subject as neighborhoods have changed substantially in the last several years. Hayes mentioned her concern with the numbers at Highview Heights being attributed more to the rink being harder to find, and many residents not knowing where it is. Motion made by Jeanne Peterson, seconded by Lori Bovitz to close Highview Heights ice rink and open Quail Meadows and Rolling Oaks ice rinks for the 2014/2015 winter season. Announcements Brew Battle: Saturday, July 12 from 1-4p.m. on the south lawn of the Arts Center; featuring 30 different breweries and over 120 different beers. All participants will receive a 4 ounce commemorative glass. Pre-sale is currently open now. Summer Splash: Saturday, July 26 from 5-8p.m. The playground structure at King Park has been approved, and the community build is scheduled for Saturday, July 26 from 7-3p.m. Miracle League will be coordinating the volunteers. At the July PRNRC meetings (currently scheduled for July 2 and July 16), Dan Licht will be returning to discuss the Parks, Space, and Open space plan 9.
