HomeMy WebLinkAboutItem 04Memorandum To: Mayor and City Council From: Chris Petree, Public Works Director Zach Johnson, City Engineer Dennis Feller, Finance Director Copy: Allyn Kuennen, Interim City Administrator Date: August 8, 2014 Subject: 2015-2019 Capital Improvement Plan - Transportation Overview City of Lakeville Public Works At the June 23, 2014 City Council work session staff provided an overview of transportation project priorities which could be financed with MSA funds as identified by the School Road Safety Task Force and/or City staff. A list of the projects is shown on page 4 - items shaded in blue are discussed below. It was staffs understanding that Council wished to proceed with the Dodd Boulevard project (185th Street - 194th Street) in 2016 and the Kenwood Trail project (185th Street - Dodd Boulevard) in 2017. The following projects were therefore considered a priority based on the Council comments at the June 23 work session: 1. 2016 Dodd Boulevard (CSAR 9): 185th Street (CSAH 60) to 194th Street, including traffic signals at the intersection of Dodd Boulevard and 185th Street 2. 2017 Kenwood Trail (CSAH 50): 185th Street (CSAH 60) to Dodd Boulevard (CSAH 9), including Economic Development and Engineering Study Dakota County is preparing their 2015-2019 Capital Improvement Plan (CIP) and is requesting additional comments from the City, specifically, asking if the City wants to include: (a) Preliminary Engineering/Design - 202nd Street (CSAH 50) from Holyoke Avenue to Cedar Avenue (CSAH 23) (b) Cedar Avenue (CSAH 23) Traffic Signal Improvements (flashing yellow arrows) at 164th Street, 170th Street and Glacier Way Staff is recommending Council authorization to include the projects in the 2015 - 2019 Capital Improvement Plan with financing provided from the Municipal State Aid (MSA) Fund. Financing Financing: Dodd Boulevard (183,4 Street - Hayes Avenue). Dakota County is nearing completion of the Dodd Boulevard Reconstruction project (183rd Street - Hayes Avenue). Based on the estimates provided by County staff, the City share of cost ($2.85 million) is substantially below budget ($3.157 million) thus providing additional MSA funds for other projects. The estimated final financing for the Dodd Boulevard project is as follows: Tota I Municipal State Aid (MSA) $ 2,456,708 Escrows 276,552 Water Fund 116,740 Tota 1 $ 2,850,000 Proposed Projects: There are insufficient MSA funds available to finance the proposed projects. Financing is therefore subject to Dakota County providing the Advanced Funding for the Kenwood Trail project.
