CITY COUNCIL MEETING MINUTES
August 4, 2014
Mayor Little called the meeting to order at 7:00 p.m. in the Council Chambers at City Hall.
Cadets from the Civil Air Patrol, 130' Composite Squadron, led the pledge of allegiance.
Members Present: Mayor Little, Council Members Davis, Anderson, Swecker and LaBeau
Staff Present: Allyn Kuennen, Interim City Administrator; Roger Knutson, City Attorney,
Jeff Long, Police Chief; Chris Petree, Public Works Director; David Olson, Community &
Economic Development Director; Dennis Feller, Finance Director; Brett Altergott, Parks
and Recreation Director; Charlene Friedges, City Clerk

5. Presentations/Introductions
David Sublette, Public Affairs Officer, provided information on the cadet programs of the
Civil Air Patrol, 1301 Composite Squadron from Airlake Airport.
Chief Long introduced the Police Department's newest promoted staff: Deputy Chief John
Kornmann, along with Lieutenants Bill Gerl, Jason Polinski and Jim Puncochar. Lieutenant
Tim Knutson was not present.
Mayor Little administered the oath of office to Police Officer Allison Eggers.
Pastor Londa Ramsey, representing Celebration Church, was recognized for her church's
sponsorship of the DARTS program. Mr. Altergott stated Celebration Church has
committed to a four year sponsorship at $5,000 per year.
Chris Petree presented the July Public Works Department monthly report.
6. Consent Agenda
Motion was made by Anderson, seconded by LaBeau to approve the consent agenda items as
follows:

a. Claims for payment
b. Minutes of the July 21, 2014 City Council meeting
c. Minutes of the July 21, 2014 Special City Council meeting
d. Change Order No. 1, acceptance of Kenyon Avenue erosion improvements, and final
payment to Minnesota Dirt Works, Inc., Improvement Project 13-17
e. Encroachment Agreement with Henry Donatell, 16929 Enfield Court, for a private patio
within public easement
f. Findings of Fact and Amendment to Conditional Use Permit No. 12-06 to allow a
building expansion for the major auto repair use at Belzer Chevrolet, Dodge, Kia, located
at 21111 Cedar Avenue
g. Part II Amendment to the City's Wellhead Protection Plan
h. Resolution No. 14-67 authorizing the sale of vehicles
i. Resolution No. 14-68 amending the 2014 General Fund Budget
j. Contract with South Metro Storm Swim Club and Resolution No. 14-66 authorizing
temporary closing of city streets for the Lake Marion Triathlon
k. Agreements with Monroe Crossing, Dennis Warner, The Whitesidewalls and Jay and
Tammy Variety Music for performances at the Lakeville Area Arts Center
Roll call was taken on the motion. Ayes, Davis, Little, Swecker, Anderson, LaBeau
7. Northern Tier Retail, LLC Off -Sale 3.2% Malt Liquor License
Mayor Little opened the public hearing on the application of Northern Tier Retail, LLC for
an off -sale 3.2% malt liquor license at SuperAmerica, 20920 Keokuk Avenue. Chief Long
presented the police report and recommended approval of the license as requested.
Motion was made by Swecker, seconded by LaBeau to close the public hearing.
Voice vote was taken on the motion. Ayes - unanimous

Motion was made by Davis, seconded by Swecker to grant an off -sale 3.2% malt liquor
license to Northern Tier Retail, LLC, d/b/a SuperAmerica #5006 located at 20920 Keokuk
Avenue, subject to receipt of a certificate of occupancy.
Roll call was taken on the motion. Ayes - Little, Swecker, Anderson, LaBeau, Davis
