HALL COMPANY Proposed Action Staff recommends adoption of the following motion: Move to accept bids for the Heritage Center skylight replacement and award the contract to W. L. Hall Company Passage of this motion enables the contractor to order skylight panels and begin installation. Overview This project will replace the skylight panels over the gift shop and multi-purpose room. The panels were installed in 1985 and are discolored and highly deteriorated due to sun and climate exposure. The panels allow water to infiltrate into the multi-purpose room. The exterior protective coating has worn off exposing the underlying fiberglass. Due to the age and condition of the panels, they cannot be repaired. An evaluation of the panels found that they had been framed as windows and integrated into the support structure of the roof. The original style of panel is no longer available from that manufacturer. The new panels, from a different manufacturer, are longer and will require a different support structure for installation. An advertisement requesting sealed bids was published on 20 June 2014 and bids were opened on 7 July 2014. One contractor returned a bid for the project. W. L. Hall Company submitted a total bid of $96,903.00. Staff reviewed the bid and recommends acceptance of the bid and award of the contract to W. L. Hall Company. Primary Issues to Consider • Is replacement of the skylight necessary? Yes, the skylight is 29 years old and has reached the end of its service life as an effective component of the building envelope. Its age, as well as other issues, makes it unrepairable. HALL COMPANY WHEREAS, an advertisement to bidders seeking bids for the replacement of the skylight at the Heritage Center was officially published on 20 June 2014, and WHEREAS, sealed bids for the skylight replacement were opened at 2:00 p.m. on 7 July 2014, and WHEREAS, the lowest responsible bidder with a total bid of $96,903.00 was W. L. Hall Company. NOW, THEREFORE, BE IT RESOLVED, that the bids are accepted for the Heritage Center skylight replacement and the contract is awarded to W. L. Hall Company. APPROVED AND ADOPTED this 1511 day of September 2014 by the City Council of the City of Lakeville. The 2014 Building Fund budget provided $67,000 of appropriations for the project. The actual costs are exceeding budget due to changes in the panel configuration and support structure, changes to roofing and flashing around the panels, and interior work to reposition the fire suppression system. The project will be accounted for in the Building Fund. There are currently adequate balances available in the Building Fund for the project. The Building Fund is currently financed with onetime revenues from Life Time Fitness.
