CITY COUNCIL MEETING MINUTES
September 2, 2014
Mayor Little called the meeting to order at 7:00 p.m. in the Council Chambers at City Hall.
The pledge of allegiance to the flag was given.
Members Present: Mayor Little, Council Members Davis, Anderson and LaBeau
Absent: Council Member Swecker
Staff Present: Allyn Kuennen, Interim City Administrator; Elliott Knetsch, City Attorney,
Jeff Long, Police Chief, Chris Petree, Public Works Director; David Olson, Community &
Economic Development Director; Dennis Feller, Finance Director; Brett Altergott, Parks
and Recreation Director; Charlene Friedges, City Clerk

Mr. Petree presented the August Public Works Department monthly report.
6. Consent Agenda
Motion was made by Davis, seconded by Anderson to approve the consent agenda items as
follows:
a. Claims for payment
b. Minutes of the August 18, 2014 City Council meeting
c. Minutes of the August 11, 2014 City Council work session
d. Resolution No. 14-73 approving the final plat of Enclave at St. Frances Woods
e. Resolution No. 14-74 issuing a negative declaration on the Environmental Assessment
Worksheet for the proposed Berres Ridge residential development
f. Agreement with Kimmes Bauer Well Drilling, Inc. and Grant Agreement with Dakota
County for well sealing

g. Resolution No. 14-75 granting approval to Lakeville Hockey Association to conduct
lawful gambling at Goodfellas Pizza Bar & Grill
h. Temporary on -sale liquor license for All Saints Catholic Church
i. Change Order No. 2 for City Improvement Project 14-01, miscellaneous roadway repairs
j. Approve construction and public improvement change order policy
k. Set the following special City Council work sessions:
• September 11, 2014 - 6:30 p.m.
• September 15, 2014 - 5:30 p.m.
Voice vote was taken on the motion. Ayes - unanimous
7. Brunswick Zone XL -Lakeville On -sale and Sunday Liquor License
Mayor Little opened the public hearing on the application of Leisery LLC for an on -sale and
Sunday liquor license at Brunswick Zone XL -Lakeville, 11129 - 162nd Street W.
Chief Long stated Brunswick Corporation has recently agreed to sell its 100% membership
interest in Leisery LLC to AMF Bowling Centers, Inc. The Police Department conducted
background checks on the new corporate officers. Operation and management of the
bowling center will not change with the new corporate ownership. Brunswick Zone General
Manager Julio Pitre was present.
Motion was made by Labeau, seconded by Davis to close the public hearing.
Voice vote was taken on the motion. Ayes - unanimous
Motion was made by Davis, seconded by Anderson to grant an on -sale and Sunday liquor
license to Leisery LLC, d.b.a. Brunswick Zone XL -Lakeville, 11129 - 162nd Street W.
Roll call was taken on the motion. Ayes - Davis, Little, Anderson, LaBeau
Unfinished and New Business
Motion was made by Anderson, seconded by Davis to appoint Patrick Kaluza to the
Planning Commission for a term expiring on March 31, 2017.

Mayor Little inquired as to the status of expanding the size and scope of the Cable TV Board
and requested that Wayne Dodaro be notified of future Cable TV Board meetings.
Announcements: Next regular Council meeting - September 15, 2014
Mayor Little adjourned the meeting at 7:16 p.m.
