EL PARIAN MEXICAN RESTAURANT #3, INC.
Proposed Action
Staff recommends adoption of the following motion: Move to grant an on -sale and Sunday
liquor license to El Parian Mexican Restaurant #3, Inc., 17557 Glasgow Avenue
Overview
In accordance with Title 3-1-6-2 of the Lakeville City Code, the City Council will conduct a
public hearing on the application of El Parian Mexican Restaurant #3, Inc. for an on -sale and
Sunday liquor license at 17557 Glasgow Avenue.
The Police Department reviewed the application of El Parian Mexican Restaurant. The
applicant, Aldo Escoto, plans to open the restaurant located at17557 Glasgow Avenue, most
recently operated as El Patio Mexican Restaurant. He currently owns two restaurants, one in
Eagan and another in Long Lake. Mr. Escoto will be present at Monday night's Council meeting.
Primary Issues to Consider
Does the applicant meet the requirements for an on -sale and Sunday liquor license?
The applicant meets all State and City requirements for the license requested.

Background Investigation Process
All parties listed on the liquor license application as either an officer or a manager of the
business are required to complete a part II application, which includes personal
information and character references.
Several automated databases are used to do the criminal background checks on these
individuals. These databases include:
• Computerized Criminal History which shows all criminal contacts.
• CrimNet which shows any court related actions and whether the individual has
been detained in any correctional facility in Minnesota.
• Department of Vehicle Services which gives driver's license status and potential
arrest warrant information.
• Lakeville Police Department In -House Records which shows any local
contacts.
• Experian Credit Reporting Database
• Personal References are contacted and questioned reference the length of time
they have known the applicant, as well as how they are acquainted. A
generalization of the applicant's character, drinking habits and financial dealings,
as well as any knowledge of criminal history with the applicant.

Summary of Findings to Date
Aldo Escoto has applied for liquor on -sale (sales under $375,000 annually) and a Sunday
license for the business he is opening, El Parian Mexican Resaurant #3, Inc.
Background checks were done on Mr. Escoto's reference law enforcement contacts,
warrants, and criminal history. The following was discovered:
Aldo Escoto has a driving history that involves the following crimes:
• 2008 Fail to Stop at red arrow
Aldo Escoto has the following police contact records:
• 2008 Disorderly Conduct
I contacted the Eagan Police and inquired about the disorderly conduct charge in 2008. It
was learned that the suspect in this case was an employee of Mr. Escoto, this employee
was an illegal immigrant.
Liens and Judgements:
No liens or judgments were found on Aldo Escoto.
Financials
Aldo Escoto:
• A credit check was run through Experian and Mr. Escoto has no negative marks
on his credit report. All accounts were paid or current.
References:
Claudia Pelton: States that she has known Mr. Escoto for seven years. She advised that
Mr. Escoto is a client of hers in the food industry, and he is a good customer. She said he
always makes his payment on time and likes the fact he is opening a new restaurant. She
does not know Mr. Escoto personally.
Luis Caire: Mr. Escoto is a client of his, indicated that he was helping him with the
licensing process. No questions were asked due to the relationship between Mr. Escoto
and this reference.
Carlos Barahona: Stated he has known Mr. Escoto for the past five years. Describes him
as his best friend as well as his boss. He said he knows of no criminal activity that Mr.
Escoto has ever been involved with and described him as a very hard worker that pays his
debts on time every month. He has no hesitations with Mr. Escoto opening another
restaurant in Lakeville. He ended by saying he owns two restaurants, one in Eagan,
another in Long Lake and has roughly 30 employees.
Conclusions:
The background investigation is complete.
The Lakeville Police Department has no objections to the approval of this liquor on -sale
(sales under $375,000 annually) and a Sunday license.
