PLANNING COMMISSION WORK SESSION MINUTES
September 18, 2014
Chair Lillehei called the work session to order at 7:35 p.m.
Members Present: Chair Brooks Lillehei, Vice Chair Bob Boerschel, Karl Drotning,
Linda Maguire, Paul Reuvers, Jason Swenson, and ex -officio Officer Nic Stevens
Members Absent: None
Staff Present: Planning Director Daryl Morey and Civil Engineer Alex Jordan
Others Present: New Planning Commission member Pat Kaluza and Ben Ford,
Rehder & Associates
Argonne Farms Second Addition Variance Discussion
Ben Ford of Rehder & Associates presented the request of property owner Peter
Eisenhuth for a variance to Chapter 10-3-5.V of the Subdivision Ordinance that requires
the proposed elevation of the top of the foundation and the garage floor for residential
dwellings to be a minimum of 18 inches above the grade of the center of the street. Mr.
Ford distributed a revised concept plan for Argonne Farms Second Addition to the
Planning Commission.
Mr. Morey presented a brief history of the Raven Lake Second Addition plat.
Planning Commission questions:
• Did City Council approval of the Raven Lake Second Addition plat in 1997 give
the subject parcel the right to two single family lots fronting Jaguar Path? Mr.
Morey responded that the subject property was not included in the Raven Lake
preliminary plat, but with the deeding of Outlot C, Raven Lake Second Addition to
the City for a future eyebrow cul-de-sac, the intent was to allow public street
frontage for two future single family lots on the subject property.
• Could the City sell Outlot C, Raven Lake Second Addition to the existing single
family homeowner on Lot 1, Block 7, Raven Lake Second Addition to be
incorporated into that single family lot so that it could be more regular shaped?
Mr. Morey responded that the Argonne Farms Second Addition property needs
this outlot for the required frontage to achieve two single family lots meeting RS -2
District lot width requirements.

The Planning Commission expressed support for the variance request because it meets
the variance criteria of Chapter 11-6-5 of the Zoning Ordinance.
The work session adjourned at 8:00 p.m.
