HomeMy WebLinkAboutItem 06.w8 ' October 3, 2014 Item No. APPROVE PIANS AND SPECIFICATIONS AND SET A BID DATE IPAVA AVENUE TRAFFIC SIGNALS AT 175TH STREET AND 165TH STREET October 6, 2014 City Council Meeting Proposed Action Staff recommends adoption of the following motion: Resolution approvin plans and specifications and setting a bid date for the Ipava Avenue Traffic Signal Systems project, CitX Project 14-17. Passage of this motion will result in the solicitation and receipt of bids for this project. Overview A permanent traffic signal system is proposed at the Ipava Avenue/175th Street intersection. ADA compliant pedestrian curb ramp improvements, including push-button stations, are also proposed to improve pedestrian safety. A temporary wood pole and wire -mounted traffic signal system is proposed at the 1pava Avenue/165t" Street intersection. Each signal system will include left turn "flashing yellow arrows Minor striping and signage changes are proposed at each intersection to better direct traffic as it approaches the intersection. There are no roadway geometric changes proposed at either intersection. The estimated construction cost is $400,965. A copy of the plans and specifications are on file and available for review in the Engineering Division. Primary Issues to Consider (see attached) ® What is the project financing? Dakota County is responsible for 55% of the construction costs for temporary signals at the two intersections. The City is responsible for the cost difference of a permanent traffic signal system at 175th Street. Dakota County will operate and maintain the traffic signals during the CSAH 5o/6o closure conditions. Costs for operations and maintenance of the traffic signals during the project will be shared 55% County and 45% City. Financing will be provided from the Municipal State Aid Street Fund. Listed below is a summary of the project's funding sources: S Dakota County: $115,350 C City of Lakeville: $285,615 Total Project: $400,965 Dakota County will provide signal and video detection materials for the temporary traffic signal system at 165th Street, Following completion of the CSAH 5o/6o Roundabout and Highway Expansion project, Dakota County will salvage these materials. Therefore, these material costs are not included in the project. • What is the project schedule? Installation of the traffic signal systems is anticipated to occur between November, 2014 and April, 2-oi5, The traffic signal systems are expected to be placed into operation by the end of April, 2015 prior to the closing of the CSAH 5o/6o intersection. RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND SETTING A BID DATE IPAVA AVENUE TRAFFIC SIGNAL SYSTEMS AT 175TH STREET AND 165TH STREET CITY PROJECT 14-17 WHEREAS, Short Elliot Hendrickson Inc. prepared Plans and Specifications for the Ipava Avenue Traffic Signal Systems at 175th Street and 1651h Street project (City Project 14-17). NOW, THEREFORE, LET IT BE RESOLVED by the City Council of the City of Lakeville, Minnesota: That the Plans and. Specifications for City Project 14-17 are hereby approved by the City Council of the City of Lakeville, Minnesota, BE IT FURTHER RESOLVED, that bids will be advertised as required and opened at 11:00 a.m. on Wednesday, October 29, 2014 at City Mall, 20195 Holyoke Avenue, Lakeville, Minnesota.
