HomeMy WebLinkAbout10-20-00.e, 2 CITY Of LAKEVILLE SPECIAL COUNCIL MEETING OCTOBER 20, 2000 Mayor Zaun called the meeting. to order at 4:35 PM. Roll call was taken. Present: Council Members Johnson and Sindt, and Mayor Zaun. Council Members Mulvihill and Luick were unable to attend. Also present: B. Erickson, City Administrator; J. Hennen, Administrative Assistant; S. Michaud, Parks and .Recreation Director; J. Urie, Arts Center Coordinator; and.). Hawkins, Deputy Clerk. Mayor Zaun stated that the purpose of this special meeting is to consider approving plans and specifications and setting a bid date for Lakeville Area Arts Center/Hart Hall renovation, Improvement Project 00-19. Administrative Assistant John Hennen reviewed the background of the Lakeville Area Arts Center and the evolution of the project from the concept of the area arts center, the agreement with All Saints CatholieChur•ch, the formation of an Arts-Center Advisory Board and the preparation of plans and specifications for the project. Mr. Hennen also acknowledged the contributions of Lakeville resident and Arts Center .Advisory Board member Wally Potter in the review of the plans and specification , especially in the area of the HVAC system. GLT Architects provided preliminary cost estimates for the project in December 1999. Since that time the scope of the project has been expanded including the removal of the convent and construction of a 100-stall parking lot which vvill be charged to the project. Construction Manager Greystone Construction has reviewed the plans and specifications and analyzed the bid packages in anticipation of the proposed bid opening. Staff is requesting City Council approve the resolution approving. plans and specifications and setting a bid date for the Lakeville Area Arts Center/Hart Hal l renovation, Improvement Project 00-19. MayorZaun asked Mr. Hennen and Mr. Urie if there were any items that they would like to have included in the project but left out in order to curtail expenses. Mr. Urie statedthat overall he is very satisfied with the scope of the project. The Lakeville Arts Center Advisory Board has also reviewed the plans and have had an opportunity to provide comments and suggestions. Mr. Urie stated that auditorium seating would be a feature he would like to see included, but realizes the limitations of the budget. • ! 00.183 • City of Lakeville Special Council Meeting October 20, 2000 Page -2- Council Member Sindt asked if there was anything that couldhave been done differently. Mr. Urie stated that it was the general consensus of the Arts Center Advisory Board that the project met all of their expectations. Mr. Erickson stated that all parties involved realized the complexities of the project and it was their objective to achieve the .best outcome in the theater by designing quality HVAC, electrical and plumbing systems for ultimate long-term durability_and use. Funding to proceed with additional amenities, such as seating, kilns, stage extensions, sound system, etc., will be needed in the future when the project. gets underway. One possible source of funding the sound/audio visual system might be the Cable TV Fund. Council Member Johnson asked if thexedesign and proposed reconstruction of the front°steps to provide accessibility to the building had been challenging. Mr. Erickson stated that the steps had been one of the least problematic issues related to the renovation. Mr. Erickson added that Orfield & Associates has been a valuable asset in the design work for this project butfeels that use of the firm is becoming cost prohibitive and for that reason other consultants will be considered. Motion was made by Johnson, seconded by Sindt to adopt the resolution approving plans and specifications for Lakeville Area Arts Center/Hart Hall renovation, Improvement Project 00-19, and setting a bid date of November 28, 2000 at 2:00 PM.
