HomeMy WebLinkAbout09-17-14CITY OF LAKEVILLE PARKS, RECREATION & NATURAL RESOURCES COMMITTEE MEETING MINUTES September 17, 2014 Chair Kelly called the meeting to order at 6:31 p.m. in Council Chambers at City Hall. Members Present: Lori Bovitz, Tom Goodwin, Judy Hayes, Scott Kelly, Howard Lovelace, Jeanne Peterson, Bob Swan (left at 6:52 p.m.) Members Absent: None Staff Present: Parks & Recreation Director Brett Altergott, Environmental Resources Manager Mac Cafferty, Recording Secretary Tamara Wallace 2. Approval of September 3, 2014 minutes Minutes were approved as presented. 3. Citizen comments There were no citizen comments. 4. Staff report Completed joint baseball field improvement projects with the LBA at King and Quigley Parks; King Park projects finished in August were parking lot paving and striping, trail maintenance, and the installation of a new flag pole donated to the South Metro Miracle League. There have been dramatic improvements in parking, and residents are extremely happy with the park. Camp numbers: Lynch Tennis Camp – over 60 participants, Sports Unlimited – 57 participants, Safety Camp – 74 participants, Nature programs at Ritter Farm Park – 53 participants Heritage Center had their Night to Unite which consisted of a K-9 demonstration, lunch, and mascots providing photo opportunities for the kids. Approximately 100 adults and children attended. Two for one metro dining cards are available and currently on sale at City Hall and the Heritage Center for $24.00. Currently the Heritage Center has 931 members YTD. (From May 2013 – April 2014) We have surpassed revenue for this time last year, and we are close to meeting the membership numbers prior to the move. The Heritage Center Golf Classic fundraiser was held on Tuesday, September 16. There were 84 participants as well as a silent auction; approximately $11,000 was raised. 5. Parks, Trails, and Open Space Plan Parks, Recreation & Natural Resources Committee Meeting Minutes, September 17, 2014 Page 2 Dan Licht recapped the comments from the open house held just before the parks meeting, as well as the work session meeting previously with City Council and their intent for this plan to serve as a guide. There was additional discussion about the preservation of a trout stream and clarification on plans to acquire an area of woods detailed in Chapter 6. Mr. Licht will take the notes from the previous Parks, Recreation and Natural Resources Committee, Council work sessions and the open house, and make all revisions and corrections necessary. Motion made by Judy Hayes, seconded by Tom Goodwin to move the Parks, Trails, and Open Space Plan forward to the Planning Commission for public hearing. Ayes: unanimous 6. Feldman Heights Preliminary Plat Staff reviewed the Feldman Heights preliminary plat and discussed wetland impact, ponding, infiltration challenges, and trail and sidewalk locations. Motion made by Jeanne Peterson, seconded by Howard Lovelace to recommend to City Council approval of the Feldman Heights preliminary plat, subject to the recommendations as presented by City staff. Ayes: unanimous 7. FedEx Lakeville Preliminary Plat Staff reviewed the FedEx Lakeville preliminary plat and discussed grading, drainage issues, and trail and sidewalk locations. Motion made by Tom Goodwin, seconded by Scott Kelly to recommend to City Council approval of the FedEx Lakeville Preliminary plat, subject to the recommendations as presented by City staff. Ayes: unanimous 8. Other Business Scott Kelly reminded the committee that the City Council would like a joint meeting with the PRNRC to align thoughts on the direction of the parks system. In addition, the City Council would like the committee to present possible amenities that can be added to parks. Judy Hayes clarified that an updated Parks, Trails, and Open Space plan would be provided prior to the joint meeting. Jeanne Peterson asked staff to provide any resources or material that could aid in developing ideas on new amenities or features that could be offered at the parks. 9. Announcements Drop off for the Heritage Center Auction is on Saturday, September 27 between 10:00 a.m. – 2:00 p.m. at the old public works building. (No TV’s, clothes or microwaves) Parks, Recreation & Natural Resources Committee Meeting Minutes, September 17, 2014 Page 3 Lakeville Arts Festival will be held this Saturday, September 20 and Sunday, September 21 from 10 a.m. – 5 p.m. both days. The final “Pedal the Parks” will be this Saturday, September 20 starting at 9 a.m. from Pioneer Plaza, with a stop at the Lakeville Arts Center in the children’s tent. The department is currently looking for volunteers to help out with the upcoming Haunted Forest held on Saturday, October 25. 10.
