Subject: Proposed Fulford Group / BTD Warehouse Expansion and Storm Water Ponding
on City Property
BTD currently leases 193,000 SF in the Fulford Group Warehouse (formerly known as the Toro
Warehouse) building along Cedar Avenue. The Fulford Group is proposing a 200,000 square
foot expansion of this building to allow BTD to consolidate two of their production and
warehouse operations which would result in the company occupying a total of 412,000
square feet. BTD is estimating this proposed expansion will result in the creation of an
additional 100 jobs in the first two years of operations. The total estimated cost of this
proposed expansion is $14.2 million.
BTD is requesting TIF assistance to offset some of the estimated $4.3 million in TIF eligible
costs associated with the project. The City Council approved the TIF Plan for this project at
the October 20' City Council Meeting
As indicated in my presentation to the Council on October 20th, the Fulford Group on behalf
of BTD is requesting approval to construct storm water management basins on City owned
property south of and adjacent to their property. The City property also contains a
reconstructed portion of South Creek which is a DNR designated Trout Stream and a prairie
restoration area. Attached is a grading and drainage plan for the project that identifies the
areas being proposed for stormwater management.
Developers are required to provide for their storm water management on their own site.
However, since the existing Fulford Group building was built in 1984, prior to the current
storm water management requirements, it contains no on-site stormwater improvements
and currently drains directly to the trout stream without treatment. Thus there is public
benefit to the City and the Vermillion River Watershed JPO to allow for storm water
management facilities to be constructed on the City -owned property that will improve the
water quality of South Creek. These improvements will handle the existing improvements on
the Fulford Group property as well as the proposed 200,000 square foot expansion and
corresponding parking areas. The 13 acre outlot to the east which is also owned by the
Fulford Group will need to provide storm water improvements entirely within their site when
that property develops.
The storm water improvements are designed and located such that the existing Park and Pool
lot on City -owned property could be expanded in the future consistent with Dakota County's
Implementation Plan for the Cedar Avenue BRT corridor. The storm water improvements are
also designed to allow for the construction of the Lake Marion Greenway corridor between
the storm water improvements and South Creek. Finally the access road to the City's snow
dump site is also being maintained on the site. Any areas within City -owned property that are
disturbed during construction must be restored back to native prairie.
Requested Action: This project is scheduled to be reviewed by the Planning Commission on
November 6th. As part of the review of this project, staff is seeking a consensus from the City
Council on the proposed use of City -owned property for storm water management
improvements for both the existing and proposed expansion of the Fulford Group / BTD
Warehouse located on Cedar Avenue.
