HomeMy WebLinkAboutItem 06.kDate: 10 November 2014 Item No. RESOLUTION REQUESTING THE MINNESOTA COMMISSIONER OF TRANSPORTATION PERFORM A SPEED ZONE STUDY ON IPAVA AVENUE FROM 202ND STREET TO COUNTY ROAD 46 Proposed Action Staff recommends adoption of the following motion: Resolve to request that the Minnesota Commissioner of Transportation perform a speed zone study on Ipava Avenue from 202nd Street to County Road 46. Passage of this motion enables the completion of a study of the speeds along Ipava Avenue to gauge the impact of increased traffic volume due to area development. Overview Under Minnesota statute, the Commissioner of Transportation authorizes the establishment of speed limits. When local authorities feel that a speed limit is either greater or less than is reasonably safe, they may request a speed zone study to determine a reasonable and safe speed. In completing a speed zone study, the Minnesota Department of Transportation investigates various factors including road type and surface, access points, segment length, and traffic speed and volume. Currently speeds along this segment of Ipava Avenue vary from 35 miles per hour (MPH) near 202nd Street through a 45 MPH segment between 195' and 175th Streets and then a 40 MPH segment from 175th Street to CSAH 46. Ideally, the study will be conducted after the 50/60 roundabout project is completed to provide an accurate representation of traffic and pedestrian volumes. Since the speed limits on Ipava Avenue were established in 2000, significant changes have occurred along this segment. Primary Issues to Consider Is this speed study needed? It is prudent for the City to periodically revisit posted speeds along its roadways as changes occur that can affect traffic volume and speed. NOW, THEREFORE, BE IT RESOLVED, that a request is made of the Minnesota Commissioner of Transportation to perform a speed zone study along Ipava Avenue from 202nd Street to CSAH 46.
